SANCTION OF FINANCIAL AID IN CASE OF PRE-MATURE DEATH OF EMPLOYEES UNDER STAFF WELFARE: DELEGATION OF SANCTIONING AUTHORITY (Reference: HRDD Circular No. 317 dated 11.05.2006) The scheme for extending Financial Aid, circulated earlier vide HRD Circular No. 258 dated 25.05.2005 (earlier called ex-gratia), to the family of employees who expire while in service, as a staff welfare measure, had been initiated with a view to extend immediate financial support to the bereaved family to meet with the sudden crisis. 2. It is observed that at times there is a delay in sanction of Financial Aid to the bereaved family, which is contrary to the spirit of the scheme. 3. The Core Working Group, with a view to expedite payment of Financial Aid to bereaved family of employees who expire while in service, recommended delegation of authority for sanction of this facility. Board in its meeting held on 28/29.04.2006 has accepted these recommendations. Accordingly, the authorities for sanction of such Financial Aid would be as under: Existing Authority Revised For Sanction Authority For Sanction Subordinate, Sr. Regional Clerical & Zonal Manager Manager/ The eligible Officer Staff Regional Manager amount of upto MMG III Financial Aid is Working in as under : Regions 1. Subordinate Staff: Subordinate, Rs.15,000/Zonal Manager / Clerical and Officer Staff Zonal Manager DGM-Zone 2. Clerical upto MMG III where Zone is Staff : working in headed by General Rs. 24,000/Zonal Offices, & Manager all other offices 3. Officer reporting Staff : directly to ZOs Rs.45,000/Subordinate, Clerical and General Manager Divisional Head To be sanctioned Officer Staff (HRD), Head Office

The delegation of authority for the sanction of Financial Aid has been effected to ensure immediate availability of assistance to all eligible bereaved families.
