Mr. Fernandez owns and operates a website known as Gables Insider. See .gablesinsider.com, On the top of the home page, there is a large banner ad entitled “Ariel Fernandez for Coral Gables Commissioner.” Mr. Fernandez is giving himself unlimited and apparently free ad space. He is required to report the fair market value of the ad space as an in-kind campaign contribution. His online newspaper also has a regular email newsletter. The email newsletter features stories about him (for example, there’s a story about pickleball with a selfie of him playing). The newsletter also includes banner ads for his campaign for Coral Gables City Commission. The value of the advertisements for the purpose of reporting an in-kind contribution should be consistent with published rates for advertisements on the website and the newsletter. Mr. Fernandez’ campaign reports do not appear to show these in-kind contributions and, to the extent they vaguely reference internet ads, the amounts identified appear to be less than the prevailing and published market rates.
