REGULATIONS&PROCEDURESFORSHIPPINGHAZARDOUSMATERIALS Theregulationsandproceduresforshippinghazardousmaterialsapplytoallindividuals involvedwiththetransportation/shippingofhazardousmaterials.Thisincludesallthose individualswhoarrangefortransportand/ormayengageinanyofthefollowingactivities involvinghazardousmaterials: Fillingpackages Markingandlabelingpackages Preparingshippingpapers,handling,loading,securingandsegregatingpackageswithin atransportvehicle,freightcontainerorcargohold,andtransporting. TheU.S.DepartmentofTransportation(DOT)enactsandenforcesallhazardousmaterials (hazmat)transportationlawsintheUnitedStates.CompliancewithDOTregulationsisa requirementforanypersonwhooffersahazardousmaterialfortransportation.

Penaltiesfornoncompliance: o Penaltiesfornoncompliancewiththerulesaresignificantandcouldresultinthe followingfines:Upto$250,000anduptoayearjailsentenceforindividuals;up to$500,000perincidentfororganizations.Themajorcarriersaretrainedand shouldbeavailabletohelpdepartmentsinensuringhazardousmaterials shipmentsareproperlypackaged,marked,labeledandhaveappropriate shippingpapers. GENERALINFORMATION HazardousMaterialsBackgroundInformation: ThehazardousmaterialsshippermustmeettheDOT'shazardousmaterialsregulations(HMR), 49CFRParts171180,andadheretothefollowing: CheckifthechemicalsarebeingshippedorofferedforshipmentlistedintheHazmat table(49CFRSubpartB,172.101) DeterminetoshipHazmatinsmallquantityormaterialsoftrade Packaging(49CFR173) Markings(49CFR172.300)andLabels(49CFR172.400) ShippingPapers(49CFR172.200) ShippingRequirementsforDryIce ShippingRequirementsforLiquidNitrogen HazmatShippingProcedures: o Shippingproceduresmustbeadheredtoifyoudeterminethematerialsyouaregoingto shiparehazardousmaterialsasdefinedbytheDOT.Ahazardousmaterialisdefinedas anysubstanceormaterialcouldadverselyaffectthesafetyofthepublic,handlersor carriersduringtransportation.AllDOThazardousmaterialsarelistedintheDOT's HazardousMaterialTable.

Markings(49CFR172.300)andLabels(49CFR172.400) o Propermarkingsandlabelingonshipmentcontainersaremandatoryfor shippingahazardousmaterial.Notethatpackageswithimproperorincomplete informationwilltypicallynotbedeliveredtotheirdestination.Thiscouldsubject youtofinesorimprisonmentbytheUSDOT.Inaddition,suchhazardous materialpackagesthatareinvolvedinaspillorpersonalinjuryduringtransport canmakeyoupersonallyliablefortheincident. Labelsandmarkingsmustbeattachedtoorprintedonthepackageand durableandprintedinEnglish. ShipmentswithDryIce(solidcarbondioxide): o Dryice,UN1845,Hazardclass9,isclassifiedbyDOTandIATAasa "miscellaneous"hazard,whichmeansitisamaterialthatpresentsahazard duringtransportation.Dryiceischaracterizedasexplosionhazard(releaseslarge volumesofcarbondioxidegas),suffocationhazard(carbondioxidecancreatean oxygendeficientatmosphere);andcontacthazard(asacryogen,dryicecauses severefrostbiteifcontactswithskin). HazardousMaterialDeclarationForm o Ahazardousmaterialdeclarationformmustbefilledoutforanydryice shipmentwhetheritcontainsahazardousmaterial(dangerousgood)ornot.This isimportanttoensurealldryiceshipmentsarecategorizedandlabeledproperly.
