POLICY FORMULATION

The first thing policy formulator MUST do is ask:

1)Does a problem exists?

2)Can anything can be done about it?

3)Does the client have the power?

STEPS ON POLICY FORMULATION 1)Agenda Setting (Problem/Issue Identification)

- Determine the magnitude & extent of the


problem

- Say it with data


- Eliminate ambiguity

2) Determine the objectives - Concrete statements about desired end states - With time tables - Target population - Resource limits

3) Identify alternative policies - Status quo or no action alternative

- Re-define the problem from others points of view, including opponents of any change
- Consider the ideal, then apply political, economic, and other constraints

4) Assess alternative policies


- Show strengths and weaknesses of each alternative - Describe the best and worst case scenario for each alternative - Consider forecasting, costbenefit analysis, risk analysis when assessing each alternative

5) Adoption of policy
- Expect conflict - Prepare action plan for unexpected developments 6) Implementation - Create implementation plan - Detect how the policy is doing

- Gather data

7) Evaluation - Before-and-after evaluation - With-and-without evaluation - After only evaluation - Time series evaluation
