September 28, 2011 Dear Friends and Colleagues: I am disappointed that the five-year agreement between the Public

Employees Federation (PEF) and Governor Cuomo was voted down by the PEF membership. OPWDD employs over 4,000 employees in the PEF bargaining unit. Had PEF members approved the agreement, the need for layoffs would have been avoided, keeping our workforce intact during this critical time of transition. In the hours and days ahead, there will be painful decisions to make. We are committed to ensuring as little disruption to the care of individuals in our system as possible. As a result, we have identified functional areas for which there are alternative ways to provide services. We also have reviewed administrative and support positions in Central Office, the Institute for Basic Research (IBR), and at our Developmental Disabilities Services Offices (DDSOs). Members of CSEA who ratified their agreement will not be part of this layoff plan. We will continue to share additional information when we can.
