    008. ORGANIZATIONAL LINE AND STAFF RELATIONS All personnel employed by the Board shall be responsible to the Board through the Superintendent. All personnel shall refer matters requiring administrative action to the administrative officer immediately in charge of the area. Administrative officers shall refer such matters to the next higher authority when necessary. All personnel shall have the right to appeal any decision made by an administrative officer but the appeal shall be made to the next higher authority. Appeals may be made to the Board only after intervening channels have been pursued without satisfaction to the appellant.
