Minutes #2011-04 Meeting Date: April 27, 2011 Location: Faith Presbyterian Church Time: 6:00 pm Board Members Attending: Rick Raffanti (President) Roy Alper (Vice President) Gloria Gee Hans Boerner Pat Smith (Secretary) Gary Turchin Donald Lowrey Bernadette Arellano (at 6:30) Board Members Absent: Kristina Maria Gutirrez Bill Lambert Randy Reed Richard Rusnack Donna Hurst (Treasurer) Julie Stevens President Rick Raffanti called the meeting to order at approximately 6:15 p.m. once a quorum was established.

1. Consent agenda: a. Approval of March minutes


Motion: to approve the March minutes was seconded and approved unanimously.

Old Business a. Executive Directors Report


Annual Meeting held March 23 at Good Bellies Caf hosted 7 property owners and 10 merchants or others, including Mayor Quan Held Orientation for new Board members attended by Julie Stevens, Kristina Maria Gutierrez, Bernadette Arellano and Johnny Wong. Richard Rusnack will attend a future orientation independently.

ORGANIZATION

DESIGN & ECONOMIC DEVELOPMENT


The six planters installed on Tony Dee property remain on the periphery; efforts to improve collaboration through FBMC have been futile. Temescal Flows project is gushing with positive feedback; please look at Oakland Tribune article dated April 26. Five of six mural sections for Kelly Moore building approved; waiting for disposition on final mural piece. The Telegraph street pole banner design concept is still being decided. It is considering Temescal Flows art and Garys previous design patterned off the PG&E building murals; should new banners wait to synchronize with Flows project or proceed forward? Considering Temescal Flows art for the banners will only delay the final banner design and implementation by a month so the committee will continue exploring the possibilities at the next DE/ED committee. A recommendation was made to City Administrators office regarding the Excess Litter Ordinances current cleaning schedule (for fast food restaurants). It suggested adding 42nd to 45th from Telegraph to Broadway and 48th and Webster where International High School is located; the Administrators response was positive for implementation. Current sidewalk sweeping schedule throughout the district has been reduced since March 1 from 5 days to 3 days a week (T, Th, Sat) (to reduce expense). There has no adverse feedback from shift. Received the following email from J Moses Ceasar regarding Parkway coming to Temescal: It's not looking promising for us in Temescal, but not for any other reason than the landlords. They seem to be looking for a tenant who will pay a lot of rent and put in over a half million in improvements. Likely won't work out for us, but never say never until a lease is signed. Darlene is personally walking district twice to a week to inventory and report graffiti and inventory streetscape furniture, discontinuing graffiti reporting responsibilities previously held by FBMC. Compiled over thirty merchant surveys to review; results will be presented at next Board meeting; considering a property owner survey shortly.

PROMOTION Temescal is Blooming banner is up followed by Street Fair on June 5 and Street Cinema, taking

place starting June 9. We hope to see a website prototype by May 9 for committee to review May 23; we hope to share some of it with you at May 25th Board meeting. Tina Ramos, Social Media Professional, continues to work on efforts utilizing assistant funds for now. TMA is funding next Temescal Art Hop on Friday, June 3rd. Temescal Street Fair appears to be on target on fundraising efforts at $24,900

SECURITY
Next Merchant Mixer is at E-Cuts on Wednesday, May 11th, at 8:30 am; topic will be Demystifying Security Cameras.

b. Parking study Rick reported we are collaborating with the City, following an MTC grant to conduct a parking study. The City hired DC & E, out of Berkeley. The available parking lots are being inventoried.

Another firm is sub-contracting to take firm counts of the current parking spots and take into consideration peak times on Telegraph and one street in. Merchants are being sent a survey to complete. Specifically large employers are targeted to understand their specific parking needs. Expect some sort of report in June which will provide useful information. c BRT Roy shared that Jim Cunradi, AC Transit, reported that it submitted an administrative Environmental Impact Report (EIR) Draft to the Dept of Transportation for review. Theyve heard comments that because of dissatisfaction with the current BRT plans, one possibility is to exclude Telegraph and only place the proposed BRT on International Blvd. d Ped Oriented Lights Roy shared that there has been some delay on implementing the Redevelopment grant for pedestrian lights on Telegraph between 40th and 42nd because the City of Oakland cant figure out how to issue a permit. Traditionally the permits pertain to a particular parcel. The City doesnt have a precedent for working on a permit with a BID association. What kind of a project is it? Its the first private project of its kind that the City will approve. e Tree lights Don reported that the project was preparing to move forward with tree lighting to occur on Short Shattuck (2 Trees) and on Telegraph, between 49th and 51st, the week of May 9. 3. New Business a New mural 43rd and Telegraph Darlene reported that she had approached Ronn Simpson, owner of property at 497- 43rd St. about tapping in to the Faade Improvement Program for his building, since he has what appear to be several vacant storefronts. This occurred almost a year ago. Ronn responded at the time that he didnt like the FIP program for bureaucratic reasons, but would consider enhancements to his building anyway. Darlene also explained the potential for a $500 mini-grant program for the side wall on 43rd that was regularly tagged with graffiti. About three weeks ago Ronn submitted a proposal for a mural on his wall with a price tag of $11,000. He attended the DE/ED committee with the lead artist to make the case for the mural. He added he is preparing to make a hefty investment to improve the glass on his storefront windows. The Committee reviewed the concept and liked it very much. How to provide additional funding for the mural was the pressing question since all our funds are currently locked up with the pedestrian lighting project. Might there be left over funds from the street pole banners upon completion? Might there be funds from the Ca College Arts program? Rick clarified that the College of Arts was ending and was not placed in the new budget. The Committee liked the mural art concept but admitted it could not approve any funding beyond the mini-grant for now until other the other streetscape projects are completed. Another question that arose is giving preference to this private owners building over others. What is the criteria for granting greater funds for an art project? Motion: Approve a $500 mini-grant for the mural at 497-43rd Street. Discussion: Since there is an interest in Simpson and other property owners to improve their buildings, a suggestion arose to consider a reward program to a property owner who makes a significant improvement to his building. Meeting was adjourned at 7:55 pm.
