CHIEF OF POLICE

October 27, 2011 Mrs. Judy Boyke Town Supervisor Town of Cicero Dear Mrs. Boyke: I have given serious thought to your recommended budget request by cutting the Cicero Police Department budget by $500,000. These draconian cuts will leave the town of Cicero with severely inadequate police services and create an unsafe environment for my officers and the residents. As Chief of Police, it is my responsibility to provide a level of public safety that protects all those who work and reside in this town. This department has for the last fifteen years taken a very conservative approach to the level of services that are needed. This was represented in the comparative budget figures that I presented to the town during the first workshop. The level of service that I provide is based on the level of services that we receive from the other law enforcement agencies. With the impending unknown impact of the town of Clays decision to significantly reduce public safety in their community and the continued growth of this community I cannot support any further reduction in services. Any reduction in personnel services will create an unsafe environment for the officers who diligently serve this community with dedication and commitment. It is my responsibility to ensure that all my officers are provided with adequate back-up and the ability to serve in a professional manner. This reduction will create a massive back-up in calls for service and significantly increase response times to emergency complaints. Being responsible for the public safety of all residents in this town is a job that I have taken seriously for over 15 years. I cannot and will not ever negotiate the safety of our residents or officers. This department provides a level of community policing second to none in Onondaga County as was stated by Chief Michael Lefancheck, President of the Onondaga County Chiefs of Police, to the Town Board in 2010. Sincerely,

Joseph F. Snell Chief of Police Cc: Councilwoman Jessica Zambrano Councilman James Corl Councilman Vern Conway Councilman Lynn Jennings Officer Michael Aregano, President PBA
