Murder Rates in Death Penalty States and Non-Death Penalty States 1999 - 2009
States without the death penalty have lower homicide rates than states with the death penalty - NY Times 10 of the 12 states without the death penalty have homicide rates below the national average 50% of the states with the death penalty have homicide rates above.
United States
Capital punishment has shown to increase crime rates. Capital punishment is exercised in states that have a relatively higher population of African-Americans.
China
Capital punishment in the People's Republic of China is currently administered for 55 crimes, but the vast majority of executions are for cases of either aggravated murder or large scale drug trafficking.

Conclusion
Research in the United States, Russia & China have shown that capital punishment has no effect on crime, in fact in some cases it has increased crime.
