LOCAL LEADERSHIP
Recruitment of local citizens to form a Guest River Citizen Board by August 2008
 Carolyn will meet with two civic groups in Coeburn (Kiwanis & Civic League)

 Greg will speak to Keep Southwest Virginia Beautiful & the Wise Kiwanis

 Shelly will try to recruit from one of the civic groups in Norton, such as from the Master
Gardeners

Other tasks:
 Ask citizens who “volunteer” to serve their meeting time preference

 Have citizen meeting prior to the Guest River Group meeting in August 2008

 After the 1st meeting, have the citizens start thinking about their future involvement & board
development

“BIG ROCKS” for those present that the Guest River Group will have accomplished by 2013:
1 – TMDL/IP full development – 4 votes

2 – More recreational use (fishing, canoeing, etc.) of streams – 5 votes

3 – No more illegal dumps within the Guest River watershed – 1 vote

4 – Bacterial impairments for three streams are delisted – 1 vote

5 – Clean, fishable & swimmable river – 2 votes

6 – Continue capacity building (civic engagement) for this watershed group (GRG) – 0 votes

7 – Communities use the GRG as an example of great watershed stewardship (as a model to influence
movement/replication to other watersheds – 1 vote

8 – Permanent Guest River Coordinator position – 9 votes

9 – Comprehensive sewer plan to eliminate all straight pipes – 1 vote

10 – Increased tourism/traffic to Guest River Gorge – 4 votes

The following “BIG ROCKS” were combined by the group, since they felt there was enough similarity
to combine them as one issue:

#2, 5 & 10 (Tourism) – 11 votes

#4 & 9 (Bacteria) – 2 votes

#6, 7 & 8 (Coordinator) – 10 votes
