Control is a staff function- an advisory function
Controller cannot enforce the decisions.
Actual exercise of the control is the responsibility
of line managers.
Controller is responsible for developing
performance measures and analyzing the
performance .
Controller is supposed to scrutinize the
performance and call line manager’s attention.
Controllers decisions can be over ruled by line
managers because they are the warriors on the
actual front.
