JOB DESCRIPTION: Senior Finance Manager Unit Location Salary Benefits Reports to Restless Development International London, UK Net

annual salary: 25,541 (approximate gross annual salary - 35,000). Restless Development commits to net salaries for all staff regardless of tax situation. This is to ensure a fair system to all staff globally. 24 days annual leave, flexi working hours International Finance Director Capitalising on the recent launch of a new brand in July 2010 and the launch of a new 5-year global strategy (2011 2015), Restless Development is taking up a position as the global banner carrier for youth-led development demonstrating at the grassroots and policy levels that young people can and must play a lead role in development. Restless development has more than tripled the size of its budgets and programs in the past five years, has been the recipient of several international and national awards, and is repeatedly cited as a model of best practice in youth-led development by the World Bank, the UK Department for International Development (DFID), UNICEF, UNAIDS and other international development institutions. Following this rapid growth, this Senior Finance Manager position has been created to help support the Finance Director in managing the day-to-day functions of the Finance Team, and to ensure that Restless Development has a first class finance strategy to underpin the five-year Global Strategy. 1. Day-to-Day Leader of the Finance Team Lead the day-to-day activities of the finance unit through a group of Managers/unit heads and take overall responsibility for the financial management of the International Unit, including the USA, and both Regional Offices; Africa and South Asia 2. Compliance Ensures compliance with regulations and requirements by overseeing Internal and External Audits as well as internal KPIs and Golden Canaries Main Responsibilities 3. Capacity Building Policy and Systems Enhancement Support Senior Management to develop financial management capacity across the organisation through development of training materials, workshops, support visits and the use of technical assistants 4. Lead Human Resource Management for Finance Staff and Finance Technical Placements Support the Country Directors of each Unit to ensure that they have the appropriate finance staff in place. The International Finance Unit directly manages the finances of the International Support and Supervision Unit; London, USA, Delhi and Lusaka. Day-to-day leader of the Finance Team 50%

Country Offices overseas; Africa and Asia. Reporting to the Finance Director and working closely with the two International Finance Manager and Finance Unit, specific responsibilities include: Establishes and maintains financial records and reporting systems in accordance with generally accepted auditing standards and accounting principles, with appropriate internal controls. Analyses, monitors, and presents financial operations of consolidated Restless Development programmes to the Finance Director and senior management team, on a monthly and quarterly basis. Maintains an annual calendar of financial management and risk minimization activities (e.g., budget development to audit completion), and trains and manages understanding of all International staff and Country Directors. Communicates regularly with senior management and finance staff in all Restless Development programmes to keep informed of financial position and issues. Review day-to-day International Finance Processes; Payroll, Payment runs and Intra-organisational Funding Statements. Oversees cash flow and controls cash management across all Restless Development programmes Reporting directly to the Finance Director and with the support of the two International Finance Managers and Finance Unit, specific responsibilities include: Leads the preparation of all financial reports, including income statements, balance sheets, reports to Trustees, tax returns, and reports for government regulatory agencies Oversees all International grants and contracts and ensure the timely submissions of all grants and contract reporting Oversees all annual external audits, directly managing the USA, Delhi Regional Office and managing the UK consolidated audit Oversees the implementation of all actions and recommendations of the annual Internal Audit, both overseas and in the UK. Monitors and reviews the Finance KPIs and Golden Canaries on a monthly / quarterly basis. Reporting directly to the Finance Director and with the support of the two International Finance Managers and Finance Unit, specific responsibilities include; Develop and implement an annual plan to improve financial management capacity and transparency; including finance manager workshop; support visits; technical assistants and peer support. Reviews Restless Development financial policies, procedures and systems, regularly upgrading to remain in line with best practices Serves as resource to senior management and financial staff, helping them improve financial planning and monitoring. Develop user friendly financial management reporting tools that can be used by senior management and finance staff. Liaising directly with our global Finance Software provider; PastelKeytime, ensure the accounting software in each country is up-to-date and fit for use. Working with the Finance Director, develop global toolkits and training plans for Global Finance Developments. Examples include Full Cost Recovery (FCR); Multi-year Budgeting and Value for Money (VFM) Conducts and oversees finance support visits to Restless Development programmes to evaluate policies and systems and build local financial management capacity Reporting directly to the Finance Director and with the support of the two International Finance Managers and Finance Unit, specific responsibilities include;

Provide Country Directors with support in the recruitment, induction and training of all Finance Managers and key Finance Staff. Provide support to the International Directors in the finance induction of new Country Directors. Liaise with the International Programmes Team and external agencies; AFID and Mango in the recruitment, selection and induction of finance technical placements.

Other duties as required, sometimes requiring work on weekends, for which time off in lieu can be taken. Essential Bachelors Degree in relevant field of study

Qualifications

Preferable Graduate-level Degree or equivalent work experience ACA, ACCA or CIMA qualification, or recognised equivalent Essential At least five years experience in finance management Good excel experience Excellent IT, written and verbal communication skills Strong Team Player Numerate and detail conscious Preferable At least five years experience in finance management, Some experience in charity sector Individual must be detail conscious, a team player, highly self-motivated, and be comfortable with a rapidly changing environment. The successful individual will have the interpersonal skills necessary to establish and manage working relationships with finance staff across our 11 counties, as well as with staff of varying technical capacities.
