Abstract The paper discusses how both the EASA Part 66 and LWTR licensing system differ from one another along with the similarities that both licensing system possess. Specifically, it is aimed to identify which licensing system is the best with a reason why it is the best which is determined through collection of survey and distribution of guideline book. Methodology The research start with collection of secondary data (journals, articles, ANs , books and etc) from aviation authorities publications in order to construct the related literature of review .After data, the a accumulation secondary Result and Discussion Differences Fees and charges under the EASA is more expensive compared to the BCAR. LWTR require more training period . How license holder achieve certification privileges.

After thorough research ,it seems that the EASA licensing system offers the best solution in advancement aviation technology training compared to the BCAR Section-L system as it offers uncompromised uniform level of safety throughout the whole aviation community .
