Garden-style units saw vacancy rates fluctuate between 1,828 units in 1994 to 2,297 units in 2004. Townhouse/piggyback vacancy rates ranged from 105 units in 1994 to 291 units in 2004. Overall vacancy rates across all unit types ranged from a low of 1,245 units in 2001 to a high of 3,599 units in 2004.
