You shall now join as an Indirect Tax Administrator and shall be dealing with levy, collection and administration of Central Excise and Customs duties along with Service Tax. You shall also be responsible for monitoring, control and regulation of cultivation, production, export etc. of Narcotic Drugs and Psychotropic Substances in this career. It is a matter of pride for the members of Indian Revenue Service (Customs & Central Excise) that a substantial portion of the tax revenues in the Central Exchequer comes from the Customs & Central Excise duties and Service Tax. I am sure, upon joi g this esteemed service you shall also contribute to the nation with utmost dedication, sincerity and honesty while discharging your duties. Henceforth, you will be responsible for guarding the economic frontiers of India. 3. Over the last few decades of globalization, the indirect tax administration regime has transformed from licensing and control to that of trade facilitation. In the present role, you shall act not merely as a tax administrator but also as an engine of growth of economy in India. The Service crosses the national frontiers and has a larger international contribution to make, in the areas of narcotics, bio safety, world trade, intellectual property rights and other sunrise areas related to free trade. ‘The national security issues have also gained precedence in addition to the economic roles during the last few years. For accomplishing these stupendous tasks bestowed upon you, it is very important that your capacity is built on the various technical subjects of indirect taxations and other related subjects and you are exposed to the practical working climate of the department during your probation period. 4. With globalization and liberalization having gained ground in the field of trade and commerce, it is all the more necessary that a relationship of total trust is established between the Taxpayers and the Department. Tax collection is no more a routine job in the present economy. A Central Excise Assessee or an importer/ exporter is engaged in the service of country by paying taxes for development of the ‘country or making exports competitive so as to make our country , a major economic power of the world. In this changing scenario, it will require greater endeavour on your part to realize the revenues in a fair, equitable and efficient manner, and administer the government's economic, tariif and trade policies with a practical and pragmatic approach. You shall be required to create a climate for voluntary compliance by providing guidance and building an environment of mutual trust. 5. You are entering the Department at this crucial juncture, when the winds of change are blowing faster, than ever before. The expectations from the government officials now are much higher in terms of delivery of their service to the society in a very efficient and transparent manner. It would, therefore, be absolutely necessary for you that the job of tax collection is carried out with integrity, judiciousness, 2 courtesy, objectivity, transparency, promptness and efficiency. AS tax administrators, you shall have a variety of responsibilities which could envisage tremendous challenges. At NACEN you will be required to shed away all your inhibitions and preoccupations and mould yourself to the need of the hour. Leadership qualities inherent in you will have to be explored and sharpened and new concepts imbibed and your creativity improved as intelligence officers as well NACEN would like to groom you, to be an efficient manager, a humane leader and a knowledgeable officer, who shall be capable of shouldering his responsibilities assigned with utmost enthusiasm and eagerness. 6. You will be glad to know that keeping in mind the various academic backgrounds you hail from, NACEN shall provide you with adequate and detailed curriculum so that you could acquire the knowledge of various laws and procedures and develop requisite expertise for the performance of your duties in the best possible manner. During the probation period you shall visit many parts of the country and see the working of our department at international airports, seaports, border check posts and shall also see opium farms, factories, offices and some research /training institutes like National Institute of Public Finance and Policy (NIPFP), National Police Academy (NPA), National Academy of Direct Taxes (NADT) including Naval and Army Attachments, etc. 7. It is a comprehensive training module, covering all aspects of Customs, Central Excise, Service Tax, Narcotics, Intellectual Property Rights, Environmental Laws etc. as well as, other allied statutes enforced by this Department. The training module during the probation period also includes computerization, management information system, cost accounting and financial management, parliamentary processes and practices as well as areas of national security and disaster management classes and occupational therapies. To develop your overall personality and physical fitness you shall be provided coaching in swimming besides use of firearms, unarmed combat, self defence etc. would also be imparted.
