Calls For dialogue between the current Rwandan government and the RPF to begin, with bilateral peace

talks mediated by an impartial observer approved by both parties. These talks should include: 1. The creation of a political party representing the legitimate political desires of the RPF upon condition that the latter formally agrees to disarmament; 2. The re-integration and security of any displaced Rwandan citizens affected by the conflict, including citizens that have been harmed by forces representing, or claiming to represent the government;
