Lawmakers laud LTFRBs move fixing minimum wage for bus drivers and conductors
Lawmakers today lauded the move of the Land Transportation Franchising Regulatory Board (LTFRB) for public utility bus (PUB) operators to implement the government-prescribed salary scheme, working hours and minimum benefits for all bus drivers. Rep. Teddy Casio (Party-list, Bayan Muna) said this is a positive albeit longoverdue move by the government. The bill we filed in Congress would make bus drivers and conductors regular salaried workers working 8 hours a day only, Casio said. Casio said bus drivers and conductors will be receiving fixed wages; the change in their status should not result in a pay cut. Rep. Luzviminda Ilagan (Party-list, Gabriela) said their party fully supports the proposal to give salaries to PUB drivers. Drivers will be assured of fixed income so they will not be competing and road safety is ensured, Ilagan said. Ilagan said drivers will be more professional and can enjoy Social Security System (SSS) benefits. Under the LTFRBs proposal as stated in Memorandum Circular 2012-001 signed by Chairman Jaime Jacob, the compensation scheme set by the Department of Labor and Employment (DOLE) shall adopt a part-fixed-part-performance-based system. The fixed compensation of bus drivers and conductors shall be lower than the applicable minimum wage in the region, while the performance-based component shall be based on the net income of the operator or bus company. Likewise, the DOLE scheme incorporated the employee safety records such as their involvement in road accidents, commission of traffic violations and observance of elementary road courtesies as basis for the granting of performance incentives. Casios House Bill 3370 entitled, An Act Regulating the Compensation of Public Utility Bus Drivers and Conductors by Requiring Bus Operators to Pay Them Fixed Monthly Salaries and Providing Penalties for Violations Thereof, is pending with the House Committee on Labor and Employment.
