    Youth engagement and empowerment can be defined as young people feeling connected to activities and outcomes, and having the ability to make decisions and implement change. Engaging youth requires meeting them in their environment, listening to them, and understanding their perspective. Empowerment centers at the local level provide a model for engaging youth through committees, public relations teams, and funded projects. For success, local councils must be committed to quality services for young people by hiring youth workers, conducting needs analyses, and continuously evaluating programs. Moving forward requires greater local council commitment, centralized government support structures, networking locally funded youth programs, and constant evaluation.
