of SEBs have gone from bad to worse as govt. has paid much attention to generation and transmission sector and distribution was left as the burden of state govt. Even though several plans came up to address the problems of distribution sector, but the plans were not a success in themselves .Main causes of failure of the elements of the plans were: (i) Unbundling of all the SEBs and division into generation, transmission and distribution was done.
