Development at St Leonards

An information leaflet to share ideas and proposals for the redevelopment of the St Leonards Hospital site.

Bigger, Brighter, Better.

Dear local resident

Plans to Redevelop St Leonards

The St Leonards Hospital site has always played a big part in healthcare in Hackney. NHS City and Hackney and East London NHS Foundation Trust would like to redevelop the site to provide a range of health services within easy reach for local people. This information leaflet describes the types of services which will be on your doorstep and how they will be housed when the development is complete. It is part of a joint effort to provide the best services that we can in good quality environments. We would like to talk to you more about our proposals and hear your views. We are arranging a number of events for local people to attend to find out more. We will have an information stall on Hoxton Market on Saturday 13th June 2009. We also plan to have tours of the site so that you can see where everything will be. We will be contacting various groups, committees and associations in the area to gain views. If you are part of a local group or organisation, why not invite us along to a meeting to tell you more. There will also be a display of information in the entrance of NHS City and Hackneys headquarters at St Leonards Hospital, at Shoreditch Library and at the City and Hackney Centre for Mental Health, at East Wing, Homerton Hospital. You are also invited to come and talk to us at these sites on the below dates and times: St Leonards Wednesday 3rd June, 12pm 6pm City and Hackney Centre for Mental Health Thursday 4th June, 10am 2pm Shoreditch Library Monday 8th June, 12pm 8pm We are keen to hear your views, respond to questions and get feedback about these proposals. We want to be good neighbours and therefore we need to talk.

What is a Primary Care Resource Centre? A Primary Care Resource Centre is a one-stop place where local people can access a range of services. These include: GPs with extended opening hours Diagnostic tests including ultrasound and audiology Antenatal clinics with community midwives Community Dentistry Urgent Care Centre providing a walk in service Community health services like physiotherapy, foot health and family planning Psychology (Talking Therapies) Clinics traditionally provided in outpatient departments Services provided from the Ivy Centre which offers a wide range of services including family planning, cervical smears, emergency contraception and advice on sexual health. Physiotherapy services (including the back pain service) Adult Community Rehabilitation Team Wheelchair service Other services could be housed at St Leonards which serve the whole of the borough as well as local people.

These include: Information and advice services e.g. benefits advice Information and potentially assessment for social care Multi-function rooms for use by community groups and for a range of health promotion activities. Why do Mental Health Services need to move? Although the facilities at the City and Hackney Centre for Mental Health (based at Homerton Hospital) are not old, guidance about privacy and dignity has changed since the unit was built 15 years ago. We would like to develop six wards at St Leonards. Two of these would be male wards, one would be a female ward, one would be a psychiatric intensive care ward and one would be a mixed gender but with separate areas for men and women to use. The sixth ward would be an assessment ward for older people. Altogether there would be 115 beds.

The proposed design would mean that: ndividuals will have their own room i with en suite facilities (there are very few single rooms in the current unit) e can provide separate facilities for w men and women ndividuals will have direct access to i outdoor space in the courtyards and terraces (access to outside space is very limited in the current unit) dditional therapy and activity space a will be available within the wards which will be easy to access and assist rehabilitation and recovery eople will be cared for in a bright p homely safe environment. We would like to provide other facilities such as a multi-faith room and a special family visiting room. We are keen to provide a safe, homely and therapeutic environment for local people who experience mental health difficulties if they need to come into hospital. Why St Leonards? St Leonards is a central point for people living in the south west of the borough. The Bigger, Brighter, Better consultation that took place in 2006 recommended that St Leonards would be the site for the

Primary Care Resource Centre in South West Hackney. St Leonards is a place that local people associate with health care so it feels right to continue that heritage. It provides the right amount of space to design and build buildings that will be light, airy and spacious. It is a great location for local people to get to and for visitors and staff from further afield to travel to. There are a range of bus routes passing by and Hoxton station on the newly extended East London Line will open in 2010. The existence of good transport networks will help us to recruit healthcare staff. There will be minimal parking on the site as part of the Councils green travel plan. We are keen for our staff to walk, cycle or use public transport to get to work to reduce any negative impact on the environment. We think the location will help us to attract people to come and work in local health services. Hoxton Square features very popular day and night life and the Chinese and Vietnamese restaurants on Kingsland Road are a draw. Local shops and businesses should benefit from the increase in people working in the area and the whole development will contribute considerably to the regeneration of the area.

Current Site Plan

Proposed Site Model

The St Leonards Hospital site has always played a big part in healthcare in Hackney. Originally a Workhouse, it became an infirmary in 1871. In the Second World War, it was the first hospital to receive air-raid casualties during the London Blitz. St Leonards continued to function as a general hospital until 1984 and latterly has become a centre for co-ordinating primary care and community services in the borough. As health services have evolved over time, so has St Leonards, and more change is in the pipeline to develop the right kind of services to meet the needs of the local population.

Background In 2006, NHS City and Hackney conducted the Bigger, Brighter, Better consultation which proposed that GP surgeries operate from fewer, more modern buildings. It also proposed that four primary care resource centres be built across Hackney to deliver a wider range of services closer to where people live. These ideas were supported by local people, and we are working hard to progress these plans. The four primary care resource centres will be located as follows: North East - site not yet chosen North West - Woodberry Down area South East - Old Hackney Hospital site South West & the City - St Leonards

East London NHS Foundation Trust is keen to provide a modern therapeutic environment for local people who need inpatient mental health care.

What will be involved? The building which is currently the headquarters for NHS City and Hackney is part of a conservation area. We are committed to preserving historically important buildings so the front or facade of the building on Kingsland Road will be preserved. We hope to demolish the buildings in the rear of the site to make way for the new purpose built modern facilities. When will this happen? We hope that the work will begin in Spring 2010. How long will it take to build? It is estimated that the Primary Care Resource Centre will take two years to complete and the mental health unit approximately the same time after.
