Programme for the physically disabled (HCP)


Telenor's programme for the physically disabled is a stepping stone for disabled persons who wish to work in ordinary computer-based positions, e.g. in commerce, public administration and voluntary organisations. Through a process lasting a maximum of two years, the participants receive training and practical experience which makes them attractive manpower for positions as IT consultants, PC co-ordinators and network managers. The programme for the physically disabled commenced in 1994 under the auspices of the April Data company. Seven years later, Telenor now owns the project, and it has been a success both for the participants and for Telenor. Eighty per cent of the participants go on to permanent employment after the course. In view of this success, Telenor intends this to be a permanent arrangement. Co-operation with the Norwegian Association for the Disabled will ensure that more participants are forthcoming, as well as stimulating the Government's interest in the project. To ensure that the training is thorough, the project is planned to last up to two years, and this period is divided up into two phases, the first three months being dedicated to intensive teaching and self-tuition, followed by 21 months of on-thejob training and courses. The participants receive their on-the-job training by working in Telenor Business Solution's support centre, and courses are held simultaneously to ensure that their knowledge of the products which Telenor supplies is up-to-date at all times. Participants with special requirements or special areas of interest are given possibilities for more detailed study by way of additional courses during the work experience period. It is of particular interest to Telenor that the project should not be an ordinary school. Learning through practical work is the philosophy behind the programme. Having acquired detailed knowledge and experience, the hope is that fewer disabled people who apply for work for the first time will suffer rejection because of insufficient experience or on the grounds of their disability.
