The citizens of Northwest Wisconsin request: Mining Permitting and Reclamation Legislation needs to be adopted on a priority basis after timely and expeditious compromise between both branches of the State Legislature. We strongly encourage that this issue and legislation be addressed in a bipartisan manner as expeditiously as possible for the economic wellbeing of the State of Wisconsin. Recognizing the huge economic impact a development of this nature could have on this economically depressed area for generations to come, providing much needed employment along with improving the tax base of this region. We further request that the following be addressed in the legislation that is passed: To recognize the differences between ferrous oxide ore mining (iron ore) and sulfide ore mining and establish separate permitting processes for the different types of mining. To provide a clear finite timeline for the permitting process for mining. To allow mining in an environmentally responsible manner, balancing economic and environmental policies. To provide for the net proceeds tax to be fully returned to Northern Wisconsin where the ore is mined to benefit the multi county area where the ore is extracted from and be used to further the economic development of the area. To protect and upgrade the public infrastructure in the region affected by the mining activity. To protect private and municipal wells that may be affected by the proposed mine. To insure that the local impact fund is to be preserved and expanded. To direct that the Local Impact Committee is to be made up of residents of the counties in which the mining activity is taking place. To preserve the ability for local communities to negotiate local agreements. We further request that: The State of Wisconsin be directed to release funds in the Investment and Local Impact Fund being currently held in escrow by the State to Ashland and Iron Counties so that they can organize a Local Impact Committee.
