Buescher Grand Junction, CO! ome-evenings} wark-day) November 17, 2008 Mr, Trey Rogers Chief Legal Counsel Office of the Governor 136 State Capitol Building Denver CO 80203 Dear Trey: Attached to this letter is my formal Application for the position of Colorado's Secretary of State, list of references and an updated resume. Jam applying for this pasition because of the importance of the Secretary of State’s Constitutional and Statutory obligations regarding elections as well as the business operations. 1 am fully prepared to perform these obligations. The citizens of Colorado deserve to know that their elections are run fairly, accurately, and with complete transparency. During my four years in the State Legislature, I have had the opportunity and pleasure to work with many of the County Clerks. 1 also worked with the Clerks in the passage of SB 06-170, a significant rewrite of Colorado's election law. 1 would value the opportunity to work with the Clerks, with the Governor's office, and with the many citizen groups that are involved with elections to accomplish the common goals of fairness, accuracy and transparency. lalso appreciate the importance of the business operations of the Secretary of State, both regarding licensing and business documents, As an attorney, I have used the services of the Secretary of State's Business Center, both for filing documents and retrieving information. It is important to the commerce of this state that these operations are state of the art. Ihave a strong operational background as demonstrated by the time I spentat the Colorado Department of Health Care Policy and Finance, when the Department was charged with the implementation of significant legislation, including the Colorado Children’s Health Insurance Program (CHP), and by the nine years | spent as President and CEO of West Star Aviation. During this time, the Company grew from 28 employees to over 200, consistently providing the highest quality of customer service. I manage with a collaborative style with a strong customer focus. | believe this would serve the office of the Secretary of State well. As new issues develop regarding management of the office of the Secretary of State, it will also be important that the Secretary has the ability to discuss these issues with members of the General Assembly to design reasonable solutions. | have demonstrated an ability to work with members on both sides of the aisle. ‘Thank you for your consideration.
