5 None of the funds appropriated or otherwise made

6 available to any Federal department or agency may be
7 used to transfer any individual detained by the United
8 States at Naval Station, Guantanamo Bay, Cuba, to Naval
9 Consolidated Brig, Charleston, South Carolina.
