Course Prerequisite Course Description

: : This course is designed to expose the graduate student in the fundamentals of public administration. It explains and analyzes public administration from the point of view of three wellestablished coherent perspectives: management, politics and law. It will explore new trends and challenges in public administration at the local and national government levels. 3 units (3 hours per meeting)

Learning Goals and Objectives: 1. To explore and discuss public administration as a field of study and as a profession. 2. Explain to students the nature of the field and discuss the major theories, principles of public administration. 3. Provide students with an overview of PA in the socio-cultural context of the Philippines. 4. Explore the conceptual and general aspects of public administration, define public administration and tackle the broader issue of globalization and its impact on public administration. 5. Discuss new trends and challenges in the management of the affairs of bureaucracy brought about by local realities and international dynamics.

Course Policies For assistance, students may email the professor concerned if it need assistance with the course work. Students should plan in advance to make time to complete requirements. The professor does not wish to receive any late assignments during the semester. Papers required in this course must be submitted on time. Late papers may result in a penalty of grade. Late papers must be submitted by email and must receive confirmation from the professor concerned. For your protection, submit your paper from an email account that you created for the purpose. After submitting papers by email, students should bring a print-out of the paper and bring the same to the next class meeting.

Students will be given extra credit when participating in lectures and panels on campus that deal with public administration and related topics. Students are encouraged to show respect to the professor and fellow students by attending the class on time. Excused absences must be discussed with the professor in advance. All make-up work will be done at the instructors convenience. Students are permitted to use laptop during class to access online materials and to type their own course notes. Laptops are not to be used for social network sites or checking e-mail.
