Article II: Declaration of Principles and State Policies Section 3: Civilian authority is, at all times, supreme over

the military. The Armed Forces of the Philippines is the protector of the people and the State. Its goal is to secure the sovereignty of the State and the integrity of the national territory. The Article II, Section 3 of the Philippine Constitution clearly states that the people have the highest authority than the military force. The purpose of the military is to protect and to maintain peace and order of the state and its citizens. It aims to secure the state from external control and keeping the state as a whole. The people elect leaders to govern them. On the other hand, the state has also prepared a group of people and has given them guns and firepower with the purpose of defending the people and the government from any internal or external attack. The elected leaders compose the civilian component while the armed group is the military also called the Armed Forces of the Philippines. The president is the chief of staff of the armed forces.
