THE ISSUE The mayor of Alchemia plans to expand the tourism industry, aiming at a target of 200 000 visitors

and 20 000 rooms by 2020. All the village headmen in Alchemia were asked to propose a plan of action to develop their respective villages into tourist destinations. The village headman of Aurum has come up with a plan in consultation with the local villagers to promote Aurum as a tourist destination. The proposed plan can be found in the attached map below. BACKGROUND INFORMATION ON ALCHEMIA Alchemia is a coastal less developed country. It has many white sandy beaches and coral reefs around its coast. Alchemia has a population of about 1 230 000 made up of descendants of people from mostly the Caribbean and Africa. The population consists of 46% Catholics, 27% Hindus, 18% Muslims and 9% Rastafarians. Alchemia consists of many forests in mountainous areas typical of tropical coastal regions. Alchemia is of volcanic origins and is generally sheltered by barriers of coral reefs forming natural, crystal clear lagoons. The Alchemian economy is based on four sectors: textile, sugar, banana and tourism. Most of the tourist development is focused on the coasts.
