Dear Mrs. Ehlers, This letter is in response to your complaints of professional misconduct concerning Major Clay A. Plummer and Captain John E. Y. Ellis. As Rules Counsel for Marine Corps judge advocates, I am responsible for reviewing allegations of professional misconduct and determining whether they are supported by probable cause. After receiving your complaints, I conducted an extensive review of the allegations and the underlying facts of these cases. In accordance with our professional misconduct procedures, I provided official notice of your complaints to both Major Plummer and Captain Ellis and provided them the opportunity to respond to the allegations. After reviewing all of the pertinent facts related to these matters, I have determined that your allegations do not establish probable cause to believe that Major Plummer or Captain Ellis violated any of the governing rules of professional conduct. Accordingly, I have closed this matter as of the date of this letter. Sincerely,
