Solon addresses health and welfare of indigent and sick elderly


A lawmaker has filed a bill addressing the health and welfare of the elderly, especially those who are indigent, sickly and without family support. Rep. Ma. Theresa Bonoan-David (4th District, Manila) authored House Bill 5984 to protect and provide the welfare benefits of the elderly and underprivileged persons and ensure their basic health needs. Bonoan-David said the government must not ignore the worsening situation of the senior citizens, especially those with no identifiable family member or without any means of support or sustenance. The State must be the vanguard in providing better collective and institutional support to boost the role of traditional support systems such as the family in the care of our elderly, BonoanDavid said. Under the measure, all elderly must be entrusted under the care of the proper institution accredited by the Department of Social Welfare and Development (DSWD). The bill, to be known as the Welfare and Protection Act for the Elderly shall ensure that all elderly are bona fide members of PhilHealth, with premiums regularly paid by the national government through the DSWD. If necessary, the measure requires the accredited institution for the aged to attend to the hospitalization of the elderly in their custody. A special fund amounting to P100 million will be set aside yearly by the DSWD for the hospitalization bills of the elderly. The DSWD is mandated to monitor and address properly the health issues of the elderly while the institutions for the aged shall facilitate the monthly visits of medical personnel to the center. The Secretary of DSWD shall cause the creation and maintenance of a register for all licensed home for the aged institutions. The Secretary of DSWD shall cause and order the inspection of the premises of the home for the aged institutions to ensure that a healthy environment is maintained for the elderly, Bonoan-David said. The bill mandates the Departments of Health (DOH), Social Welfare and Development (DSWD), Interior and Local Government (DILG), NGOs and other agencies to issue the Implementing Rules and Regulations (IRR) after the approval of the proposed act.
