Under the administrative supervision of the Country Director (India) and overall guidance and technical supervision of the Chief, Operations and Service Branch, Office of Information and Communication Technology Services, Operations and Management Department, the incumbent will be responsible for the following duties: Duties and Responsibilities: Manage the Service Desk staffing, including staff and shift work planning, coordination, supervision, scheduling, development, evaluation and reporting; Act as lead for Service Desk support and coordinate service level management with shift managers;

Capacity management and planning; Analyze existing processes and make recommendations for process improvements; Manage the development, monitoring, maintenance, development, upgrade, and support of corporate network and applications; Reporting on SLAs, internally and externally and the management of escalations/exceptions for calls; To work closely with senior staff and decision makers in other groups in order to identify, recommend, develop, implement, and support cost effective technology solutions; Develop and maintain appropriate Information Technology and Telecommunications contingency capacity. Contribute to the preparation and regular update of contingency plans; periodically monitor the management of risks and report on any actions taken; ensure that all offices are always adequately equipped; Prepare operational plans and identify resource requirements at the onset of an emergency operation; Collaborate with colleagues in the Information Technology Division to define corporate IT and Telecommunications training policies and programs including preparation of training modules and materials and ensure staff are appropriately trained; Develop technical specifications needed to facilitate procurement of TC/IT equipment and services at the least cost possible and in line with rules and regulations stipulated in Non-Food Procurement Manual; Track and monitor IT and Telecommunications investments and recurrent costs, propose and implement methods to increase cost-efficiency; Identify and test new software and hardware for improving and upgrading system performance; install any technology upgrades as required;

Ensure effective coordination with other UN agencies in order to maximise possibilities of inter-agency collaboration in the field of IT and Telecommunications; Prepare TC/IT tender documents and carry out technical evaluation of bids and proposals received; Negotiate for TC/IT services with local service providers; Provide professional leadership, work direction and support to staff directly supervised including conducting their performance appraisal; To maintain 99.9% site uptime and sustain user administration tasks; Perform other related duties as required. Expected Results: With a high degree of independence, a seasoned professional provides effective recommendations on design and development of systems and applications to meet business requirements and implements projects in a timely and efficient manner. Plans development and improvement of system and data security requirements and the integrity and accuracy of WFP databases. Develops and proposes creative approaches to problem resolution. Develops and maintains partnerships, interacts effectively with colleagues and users internally and externally including demonstrated ability to persuade others to accept proposals or modifications. Critical Success Factors: Ability to multitask, handle a large volume of work, propose creative approaches for issue/problem resolution and to meet strict deadlines. Ability to guide and supervise staff. Ability to be resourceful, take initiative and use mature judgment. Ability to interact with specialized staff internally and externally. Education: Advanced university degree in the field of computer science or information systems.

Desirable Educational Qualification: Practitioner/Manager level certification in ITIL service support/service delivery is highly desirable. Experience: At least five years of progressively responsible professional work experience including at supervisory/managerial level (after postgraduation) in the planning, design, development, implementation and maintenance of computer information systems or related area. Proven effective, hands-on telecommunications experience, preferably in an international environment and/or in food aid related work. Knowledge: In-depth knowledge and experience across service support and service delivery best practice methodologies such as ITIL is desirable. Functional Competencies: Action Management, Communication, Ethics & Values, Team Work, Client Orientation, Cognitive Capacity, Interpersonal Relations, Stamina & Stress Resistance, Behavioural Flexibility.
