WHAT IS THE LEVEL OF BUY IN AND INVOLVEMENT OF MANAGEMENT AND POLITICIANS

The level of buy in as well as involvement of politicians INSTITUTIONAL

and management is very high. The Council has adopted the COE concept.

IS THERE HIGH LEVEL CHAMPION

Due to dissolution of Councils and Local Government Elections the level is not very high. Mr. Tieang Sefali , Council Chairperson, is the Gender Champion.

DOES THE COUNCIL HAVE GENDER AND GBV ACTION PLAN THAT IS IN LINE WITH SADC PROTOCOL ON GENDER& DEVELOPMENT
INSTITUTIONAL

The Council has gender and GBV action plan that is in line with SADC Protocol. The action plan is yet to be signed and implemented by the Council The Council also, recognizes and sensitizes the communities, through public gatherings important dates that are relevant to reduction of GBV.

ARE THERE ANY GENDER AND GBV CONCERNS AND RESPONSIBILITIES FOR BOTH MEN AND WOMEN, DESCRIBE THEIR INVOLVMENT
Both men and women are involved in activities and INSTITUTIONAL

initiatives towards reduction through advocacy. Where necessary, the Council involves the offices of Child and Gender Protection Unit and the Master of High Court. The Council does not discriminate during the process of land adjudication.

DOES THE COUNCIL HAVE DEDICATED RESOURCES (HUMAN & FINANCIAL) DEDICATED FOR GENDER MAINSTREAMING AND GBV INITIATIVES?
Council at the moment does not have both human and INSTITUTIONAL

financial resources . However, all gender issues are being dealt with by the Social Service of the Council. The council budget at the moment is still being controlled by the Central Government, and normally the Council Prepares the annual budget in line with National Government priorities.

WHAT OTHER FINANCIAL, HUMAN AND OTHER RESOURCES MOBILISED? ARE THEY BEING EFFICIENTLY USED?
INSTITUTIONAL In the past, council developed and implemented

Essential Service Package(ESP), which was implemented through Gateway Approach. The intention was to fight the spread of HIV/AIDS. National AIDS Commission funded that ESP Project. Part of ESP was also used to empower support groups in the villages, especially, male dominant ones with the view to encourage men to take part in reduction of GBV.

MONITORING AND EVALUATION

The Social Service Committee of the Council does the INSTITUTIONAL

regular monitoring and evaluation done. Monthly reports of that Committee are further discussed by the Council, and where necessary, corrective measures are taken through Council resolutions. The Council scorecard at the moment is 63.

WHAT RESULTS HAVE BEEN ACHIEVED?

increased . The councilors are now gender sensitive when carrying out their activities. There is gender and GBV action plan developed for mainstreaming of gender issues into council activities. Some of the communities are currently being sensitised on SADC Protocol on Gender and Development Targets.

GBV: there is considerable increase of GBV cases INSTITUTIONAL

reported and being dealt with by the courts of laws. Involvement of CGPU and other government departments that deal with gender issues has increased through out the Council area. HIV and AIDS: implementation of ESP from 2005, as a gateway approach by the Council created more public participation , especially men, in support groups which prior to that were female dominant.

SUSTAINABILITY AND REPLICATION

ESP is a long term plan that can be adopted and INSTITUTIONAL

replicated in other communities The programme is sustainable, however there is a key challenge of funding as some activities needs funds for them to be implemented.
