The Commission on Human Rights-Philippines (CHRP), through its Human

Rights Education and Research Office (HERO), will be holding one of the series of THE
JOSE W. DIOKNO MEMORIAL LECTURE on May 10, 2012 at 9:00 A.M., at the CHRP
Multi-Purpose Hall. The scheduled lecture is one of the 25 lectures which will be
undertaken by the CHRP as part of its commemorative programs on its 25 th
Foundation Anniversary. It hopes to raise awareness on issues relative to the
promotion and protection of human rights and to build a culture of human rights in
the country.

In line with this program, may we invite the National Executive Board of SCAP
to grace the scheduled lecture on “HUMAN RIGHTS AND THE ACADEME” which will
be presented by PROF. IBARRA GUTIRREZ, former Director of the Human Rights
Center of the University of the Philippines College of Law and currently an
Undersecretary of the Presidential Adviser on Political Affairs, on the abovementioned
date and place. We believe that you are one with us in this worthy endeavour. For
