This report was prepared in order to provide the required Traffic Survey Report under
Section 40802(a) (2) of the California Vehicle Code. The recommendations contained
within are based on existing traffic characteristics, roadway conditions, accident history,
and speed zone surveys.
EXISTING ROADWAY CONDITIONS
Irwindale Avenue between Gladstone Street and First Street has a roadway width of 84°
The roadway is improved with a curb, gutter, and sidewalk on both sides, Traffic is
north/southbound with two ttavel-lanes and one parking-lane in each direction divided by
a painted center-median/two-way lefi-tum lane. The segment is straight and level with
no apparent visible obstructions contained with the roadway itself. Between Gladstone
Street and First Street the segment is intersected at near equal lengths by Roosevelt
Street, Paramount Street, and McKinley Street, minor side streets. Traffic at Glastone
Street is controlled by signal lights on all four sides of the intersection. ‘There are marked
pedestrian crosswalks at each intersection. A railroad spur-line crosses the congested
medium and there is a heavy amount of industrial uses, with little on-site parking
provided for employees or customers. Beyond the immediate area there are some
regional industrial centers, a landfill, a concrete/asphalt plant, and heavy manufacturing
plants that create a moderate level of transient heavy-truck traffic. Irwindale Avenue is
considered a regional arterial roadway and carries moderate commuter traffic during peak
periods
SPEED ZONE STUDY
Using nationally accepted procedures, radar speed samples were obtained using traffic
radar gun on Thursday 08/07/08 in an unmarked vehicle. Samples were obtained from
the west and east sides of Irwindale Avenue north and south of Paramount Street.

The highest recorded speed was 53mph.ACCIDENTS
Accident data was obtained using SWITRS Reports provided by the California Highway
Patrol, from the period 09/20/03 through 09/20/08. The total number of accidents was
42. The results are as follows.

‘There were no fatalities and 14% of the accidents were drug-or alcohol-related. 70%
of the accidents occurred during daylights hours and 30% during twilight.
CONCLUSION AND RECOMMENDATIO!
‘Taking everything in consideration and having critical-85" percentile speeds of
40,79mph and 40.93mph, which supports the prima facie of 35mph; itis recommended
that the posted 35mph speed limit remain unchanged. Therefore, the City of Azusa will
‘maintain the existing speed limit of 35mph on Irwindale Avenue between Gladstone
Street and First Street.
