Dear Attorney Craven: As I promised you, enclosed please find the decision of Judge Herman Smith issuing a Preliminary Injunction in the above referenced matter. I am also enclosing a copy of my earlier letter to you on the issue of whether or not your office instructed the Town of Duxbury to reject all proposals and reissue the RFP. According to the Towns position taken at the first hearing before Judge Smith on December 29, 2008, Duxbury did so on specific directives from your office.
