How did the foreign policy of Japan change during this period?

What was Perrys role in this transformation? Describe relationship between Japan and U.S. Previous to the 20th century, Japan had remained mostly in isolation until Commodore Matthew Perry facilitated Japanese relations with the U.S (1850s) and this eventually lead to Japanese opening to other parts of the world. After pretty much forcing himself and his fleet into the shores of Japan, Perry gifted the Japanese a series of impressive American technologies. Under his guard were letters asking for free trade and friendly relations between Japan and the U.S.A letters that he left to the Japanese. He then withdrew and promised to return in a years time. After he returned with even more gifts he got the Japanese to sign the Treaty of Kanagawa. This treaty provided: proper treatment of shipwrecked sailors, American coaling rights in Japan, and the establishment of consular relations. Later on (1904), when the Japanese found themselves engaged in the RussoJapanese war and about to lose, they secretly asked Roosevelt to help support peace negotiations between Russia and Japan. Nonetheless, after Roosevelt won the Nobel Piece prize for achieving the agreement Japan, feeling betrayed, became the U.S.As rival. This rivalry was felt on the West Coast where many Japanese had immigrated. Segregation issues arose and this became an international crisis. Trying to avoid war, Roosevelt held a conference for the San Francisco Board of Education. There, Californians agreed to repeal the school segregation orders and accept the Gentlemens Agreement in which Tokyo had agreed to control the amount of laborers into the U.S.A by withholding their passports. Because he didnt want to appear weak, Roosevelt sent the entire battleship fleet around the world. The fleet was received joyfully in Japan with Japanese children singing the Star Spangled Banner in the back. The U.S.A then signed the RootTakahira agreement in which the U.S and Japan pledged to respect each others territorial possessions in the Pacific and to uphold the Open Door in China.
