I am having a hard tim e applying the AISC Column base plate design procedure, as it does not describe how to analyze an eccentrically loaded column. Any suggestions/ guidance would b e greatly appreciated. Convert this to a P + M situation and take a look at Blodgett's "Design of Welde d Structures", pages 3.3-8 & 9. You should be able to get the tension in the bo lts, plus the bearing plate stress diagram from which you can size the thickness .
