GROUP OPPOSING INCORPORATION FORMS IN PINECREST LEADERS SAY MOVE A WASTE OF MONEY
CHARLES RABIN Herald Staff Writer A group of Pinecrest homeowners have formed an association to rally support against incorporation before the March 12 charter vote. Led by Hope Marcus and Corinne Steinbauer, the Concerned Home Owners of Pinecrest believes forming the new city would only create more government and raise taxes. "It's a duplicity of services and a waste of taxpayers' money," said Marcus, a Pinecrest homeowner for 15 years. "I just paid off my mortgage, and I want to be able to afford to stay here." She believes the costs of new garbage pickups, police service, and salaries and pension plans for a new administration would be unnecessary expenses. The group's first meeting took place Jan. 17 at Steinbauer's home with about 15 citizens attending. Among them: former Miami Commissioner Armando LaCasa and Richard Brodsky, a Pinecrest lawyer who with LaCasa sued the Metro-Dade Commission Jan. 16, trying to stop Pinecrest's incorporation. The group is in the process of becoming a political action committee, and the organization hopes to raise $4,000 through donations. The money will be used for mailings, fliers and any others costs involved in the battle to keep Pinecrest a piece of unincorporated Dade County. Marcus got involved after attending an incorporation meeting Dec. 12 and feeling the Committee for Incorporation wasn't really listening to those against the idea. Several people wanted to express their concerns "but were clearly ignored," she said. Marcus also claims that a clause in the proposed village charter that would reimburse members of the Committee for Incorporation for their legal and secretarial expenses was supposed to have been deleted, but that it still remains. Gary Matzner, one of the five committee members leading the charge to incorporate Pinecrest, said reimbursement to committee members has been removed from the charter. "We're trying to be cost-conscious and run our city like a business," Matzner said. "She thought we were going to take out the entire clause. We did delete any reimbursement to the Pinecrest Incorporation Committee. Key Biscayne and Aventura went out and hired outside counsel. We were fortunate that we didn't have to." Marcus is also concerned by a provision to pay one of the committee members, attorney Lynn Dannheisser, up to $15,000 to cover legal work she has done or may do in the future. If voters do not approve incorporation, Dannheisser will not be paid. Matzner, who doesn't believe Pinecrest's independence will lead to higher taxation, said that if Dannheisser weren't a lawyer, outside legal counsel would have been hired at similar expense. * The next meeting of the Concerned Home Owners of Pinecrest will be Tuesday, with the site to be determined. Call 661-8912. * There will be no more meetings of the Charter Commission. The group does plan to meet with several homeowner associations in February. No dates have been set.
