To the Secretary General


UNO, New York

Dear Honorable Secretary General, Sir

The continuing incidents of Hamas’s rocket fire into Israel and Israel’s heavy
bombardment and incursion into GAZA are as shocking as one can imagine. When I
recall my memory I believe I used to hear of problems of Israel and Palestine under
Arafat when I was a child. Now I am over fifty years of age still I see only increase and
not any abatement of the hostility between the two groups of people. God created both of
them in the same way. Both leave on food, water and air. The sun and moon shine on
them equally. Only so called religions divide them as separate people.

Despite the fact that a lot of efforts have been made to reconcile the two, it appears
nothing has yielded lasting peace which is needed more than anything else in order to
bring prosperity to the region. People of the regions have suffered a lot. Below I suggest
some of the solutions which I believe can bring lasting peace and prosperity in the
regions.

A ONE COUNTRY THEORY OF THE ENTIRE REGION OF ISRAEL AND


PALESTINE INCLUDING GAZA- LOVE, MUTUAL RESPECT AND
FRIENDSHIP BETWEEN THE TWO GROUPS OF PEOPLE.

1. In this theory I propose that the entire region of Israel, West bank and Gaza be
brought under command of one Country Government. The country may be
renamed as follows: (i)Palestsrael; (II) Israelap; (III) Israelapal or any other
suitable name that can be invented. If one country can be formed it will not only
ensure lasting peace and prosperity for the two entire regions but also make the
entire country more powerful than any other country in the Middle East. The one
country has to formed of love & respect between Israelites and Palestinians
(including Hamas) not of hatred between the two people. Though it may seem
impossible I believe it is possible and that is the only way lasting peace and end of
sufferings of the people can be achieved. The one country should be formed with
the promise of hope for every citizen and his/her involvement in rebuilding the
entire country.

2. This one country should be formed under the following format:

3. There would be one central government whose main capital would be in


Jerusalem and two state governments, one for the State of Israel (under the name
Israel) and the other for the State of Palestine (under the name Palestine). The
latter would cover only the West bank area. The area of Gaza would be called a
Union territory directly under the Central Government rule. The head of that
territory (Gaza) should however be selected from Hamas presently, but appointed
by the central government. The capitals of the States Israel and Palestine could be
Telaviv and Ramallah. The states and the Union territory would not have any
military in control. The state government would govern the states with the help of
police force, the number of which would be determined by the central
government. Every citizen would pay tax to both the state and the central
government. The entire population would be free to settle and live any where
within the country under rules and regulations to be setup by the central
government on citizenship status.

4. The supreme court of the central government should have judges selected in the
ratio of the populations of Israelites, Palestinians and Hamas. All the state courts
(rules and regulations, appointment of judges etc.) would be under the Supreme
Court. The judges in a given state court can however be selected from the state
population only. The judges in the Supreme Court should be selected from the
entire population of Jewish and Palestinians including people of Gaza.

5. The Central military and the police force would ensure that all illegal arms are
surrendered to the central command. All tunnels of weapons smuggling must be
destroyed and illegal weapon entry points on the territory sealed. No ordinary
citizen in any part of the country can carry weapons unless authorized by the
central Government. Even in the domestic residence no one should possess any
fire arm.

6. The military and the defense of the entire country would be under the command
of the Central Government formed by the entire population of the region (i.e.,
both Israelites and Palestinians from West bank and Gaza (Hamas). Their
representations in the Government and in parliament should be strictly
proportional to their population strength in the country. The President and Deputy
President would be successively selected from the Jewish and Palestinians. It
means that if one time the president is a Jewish and the deputy must be a
Palestinian and vice versa. While in the next term it would be reversed. Same with
the Prime Minister and the Deputy Prime Minister with the exception that if the
President is a Jewish at any time, the Prime Minister must be a Palestinian at that
time and vice versa.

7. In the Parliament, the number of seats of legislators would be divided in the ratio
of the number of population of the Jewish people and the population of the
Palestine (including Hamas). The defense military should consists of soldiers
recruited from both Israelites and Palestinians and their numbers should be strictly
in the ratio of their population. The each wing of the defense force i.e., army, air-
force and navy can be broadly divided into three divisions A, B and C: Division A
consisting of 60% of the Israeli soldiers; Division B consisting of 60% of the
Palestinian soldiers; Division C consisting of 40% Israeli force and 40% of the
Palestinian force. They should be under strict command of the central
government. The number of commanders and officers should also be in the ratio
of the two populations. The Defense minister and the deputy defense minister
should be alternately rotated between the two people.

8. The mobilization/deployment of the army for any operation within, at the border
or outside the country should be authorized solely by the central government. It
can be allowed only if at least fifty percent of the Jewish Legislators and Fifty
Percent of the Palestinian Legislators agree and if the overall approval of the
Parliament is at least 67%.

9. Any Jewish person should be allowed to settle or conduct business in any part of
the entire country and the same with any Palestinian or Hamas under rules of
citizenship formed by the central government. No ordinary citizen should be
allowed to carry weapons.

10. Every earning person in the states and the union territory would pay Tax to
central government. The Central government would make efforts to develop the
entire region of the Country and keep it united, protected from any foreign invasion.
The central government should do its best not to allow any arms from outside to fall
in the hands of any group. It would resolve any dispute that may arise over the
boundary of the two states and the Union territory of Gaza but with the least
involvement of the military. Since the people of Palestinians have suffered a lot, the
central government would help the state government create jobs, industries,
agriculture in the West bank and Gaza region. In this respect since the Jewish people
are more scientifically and technologically advanced they should be asked to invest
and create wealth for themselves and the Palestinians by investing within these
regions. Proper rules and regulations should be formed by the Central Government to
safeguard such investors. However, any wealthy Palestinian living abroad should be
encouraged to invest in these regions also. The Palestinians in West Bank and Gaza
should be given opportunity to develop their wealth alongside the Israelis so that they
do not remain poor. Their hatred towards Israelis should be won by gesture of good
heart from the Israelis in a way that is beneficial to both.

11. The central government (consisting of people from both sides) should promote
peaceful coexistence of the two people through philosophical preaching and
encouraging involvement of the two people in creation of jobs, security, improvement
of economy, education, scientific and technological researches etc. The central
government should make special efforts to promote, love and friendship out of mutual
respect between the two people. Both Israelites and Palestinians should stay as one
nation as brothers and sisters in one country. Both would preserve and glorify their
own culture, religion without hurting the other. The present type of hostility only
shows that we humans are not better than animals. It is a shame on us. The central
government should broad cast the greatness of the two religions/people and how the
two religions can coexist together and promote common good/prosperity of the entire
region. What is the use of religion if it can only bring sufferings and poverty. With
the destructions we have seen recently no party can claim to follow the religion or be
called religious.

11. The central government with a much larger military under its command should
guard the entire territory and prevent any smuggling of weapons from countries
across the borders. Close all tunnels that presently Hamas are using to smuggle
weapons. The deployment of the military should rest entirely with the central
government as long as #8 is satisfied.

Without a united country and without love and respect between the two groups of people
I don’t see any hope of lasting peace and prosperity of regions specially, of the
Palestinian people including Hamas. People of the regions have suffered a lot. The UNO
should put an end to it.

If any new ideas come could I let you know?

I believe that if good ideas, which are acceptable to both parties, can be found, UNO
through the help of USA and other countries can help implement the ideas/plan so as to
bring lasting peace with prosperity in the region.
