The School Committees Appointment Act of 2012 Authored by: Gabriel Ignacio P. Alejo, President Whereas, students have the right to participate in the governance of the school by having a fair and effective representation in its policy-making bodies, as well as respective voting powers coming from their ranks. The student body should also be able to participate in the formation and application of regulations affecting them,1 Whereas, the Magna Carta of Undergraduate Students Rights of 2005 states the following school committees and the number of seats that are given to students:2 a) School Council 2 representatives b) School Forum 2 representatives c) Administrative Council 2 representatives d) Standards Committee 2 representatives e) Curriculum Committee 1 representative f) Discipline Committee 2 representatives g) Budget Committee 2 representatives h) Committee on Social involvement 2 representatives i) Agenda Setting Committee 2 representatives j) Dormitory Committee 2 representatives k) Cafeteria Committee 2 representatives Whereas, a school committee is a group composed of members of the Loyola Schools community, appointed by the Vice President for the Loyola Schools for a specific period to handle issues related to the nature of their committee. The following are the respective functions of each committee: a) School Council is the highest policy making body of the Loyola Schools composed of the Vice President for the Loyola Schools, the four Deans, and nominated faculty members appointed for a fixed term. b) School Forum is the group composed of all faculty members of the Loyola Schools. A faculty member is assigned as the School Forum Chair for a fixed term and will be responsible for calling the forum on issues for discussion by the faculty. c) Administrative Council is the group of all heads of administrative offices and chairs of departments of the Loyola Schools. It is convened by the Vice President for Loyola Schools as a forum for discussion and dissemination of policy changes affecting staff, professionals and faculty.

d) Standards Committee is a committee composed of faculty and the Associate Dean for Academic Affairs that handles issues related to the academic standards of the Loyola Schools. These include but are not limited to changes in grades, decisions on the grading system and syllabi, and recommendations for valedictorian and program awardees. e) Curriculum Committee is a committee composed of faculty and the Associate Dean for Academic Affairs that handles issues related to the curriculum of any of the programs and courses offered by the Loyola Schools. These include but are not limited to curriculum reviews and proposals for new courses. f) Discipline Committee is a committee composed of faculty and the Associate Dean for Student Affairs that handles issues on discipline. This body recommends sanctions to students who commit major offenses. g) Budget Committee is a committee composed of the Vice President for the Loyola Schools, the four Deans, duly appointed faculty members and heads of administrative offices that is tasked to craft the budget of the Loyola Schools for the next school year for approval by the Board of Trustees of the Ateneo de Manila University. h) Committee on Social involvement is a committee composed of faculty members that coodinates the work of different units for institutional social involvement. These include but are not limited to discussions on service learning initiatives and the deliberations for the ASCEND Awards. i) Agenda Setting Committee is the committee that crafts the agenda for the School Forum. j) Dormitory Committee is the committee that handles the accreditation of off-campus dormitories and matters related to the University Residence Halls. k) Cafeteria Committee is the committee that recommends policies that affect all food providers and concessionaires of the Loyola Schools. Whereas, student representatives are expected to pursue the interests of the student body in their work in the school committee and keep the administrative work of the Loyola Schools responsibly transparent and accountable to its main stakeholders, Whereas, student representatives will be required to submit a report after each school committee meeting, Whereas, the appointment of School Committee representatives are part of the powers and responsibilities of the Central Board Wherefore, be it resolved that, after initial deliberation considering aptitudes of nominees and their desired representation positions, the following are appointed as representatives to the following school committees:

Martinez and one representative each from the Ateneo Resident Students Association (ARSA), and the Department of Student Welfare and Services (DSWS) Wherefore, be it further resolved that, all representatives study their responsibilities carefully as listed in the Central Board Code of Internal Procedures (CB CIP) and the Magna Carta of Undegraduate Student Rights 2005, Wherefore, be it further resolved that, the Secretary-General shall provide a template and schedules for reporting of current business regarding the representation to the school committees, Wherefore, be it further resolved that, the Top 4 officers of the Sanggunian be directed to provide appropriate and specialized training for representatives, especially the new ones, before their first official school committee meeting, Wherefore, be it further resolved that, the Secretary-General shall formally inform in writing the Vice President of the Loyola Schools and the Associate Dean for Student Affairs of the school committee appointments, Wherefore, be it further resolved that, the Sanggunian, as the student government of the Ateneo de Manila University Loyola Schools, conduct an information campaign to explain the existence of the school committees and how they affect student life to the student body before the beginning of the first semester, Wherefore, be it finally resolved that, this resolution take effect upon approval of the Central Board via a two-thirds vote.
