Residence Hall Occupancy Agreement

FURTHER TERMS AND CONDITIONS for the 2009-2010 Academic Year

Room Deposit: Returning Residents: A $250 room deposit and a signed Residence Hall Occupancy Agreement are required to be considered for a room assignment. Current residents must submit deposits to the Bursars Office prior to the Room Reservation deadline. The room deposit will be credited to the students room and board charges for the Fall semester. Please note that your Spring invoice will not reflect a similar payment, and students will need to plan accordingly if making arrangements for a monthly payment plan. First Year/Transfer Students: A $150 room deposit is paid to Admissions upon acceptance. The $150 room deposit and a signed Residence Hall Occupancy Agreement are required to be considered for a room assignment. The room deposit will be credited to the students room and board charges in the Spring semester. If a resident withdraws between the Fall and Spring semesters, this deposit will be forfeited. Failure to Pay Required Fees: The College reserves the right to refuse to register the student as a resident or grant housing for any future semesters in the event that any of the fees required herein remain overdue or unpaid. The College also reserves the right to withhold from the resident his/her current semester grade reports, transcripts, diploma, and the room deposit. Room and Board: The College agrees to provide the student a room with board on a combined basis only. Thus, all resident students are REQUIRED to be on a meal plan. In return, the student agrees to pay the announced price depending on the meal plan selected, per semester. In addition, each student will have access to a phone unit with unlimited on campus and local calls (within a predetermined calling area). Move In: The student understands that he/she may not move into his/her room before the official designated opening time at the start of each semester and following vacation periods. Noncompliance with this policy will result in additional charges levied and possible student conduct sanctions. The first meal under the room and board contract is dinner the night before classes begin. The last meal is dinner on the last day that classes are in session. If a student fails to move into his/her room by the end of the add/drop period, the College reserves the right to reassign that space to another student. Refund of Room and Deposit: The room deposit is refundable only if the student notifies, in writing, the Office of Residence Life, prior to June 15 that they will not require on-campus housing. Refund of Room and Board Charges: Resident refunds are computed from the date on which the Office of Residence Life receives written notice of withdrawal and/or the date that the student officially vacates the residence hall and turns in their key(s). Students who withdraw from housing during the 1st week of the semester will be eligible for a 100% refund for room charges. During the 2nd week students will be eligible for a 50% refund and after the end of the 2 nd week no refund can be given for room charges. Board charges are prorated accordingly.

Registration: All on campus resident students must be registered as a full time undergraduate student. If a student is found to be registered for less than 12 credits they will be dismissed from housing. Damage Policy: The resident student will be responsible for the condition of the room assigned to him/her and should carefully note the condition of the room on the Check In/Check Out form (provided by the College at move in) before signing and returning it to their RA. At the end of occupancy, the Residence Life staff reassesses the room. Students will be billed for lack of cleanliness, theft, loss of College property and damages above normal wear and tear to the furniture, phone, fixtures, equipment, and effects contained therein. In rooms with more than one occupant, the charges will be divided equally among all occupants unless some documentation exists proving that certain individual(s) should be held accountable. Damage occurring in common areas (i.e. living room, kitchen, hallway, bathroom, etc.) will result in charges that are equally distributed among all community members. Vacation Periods: Residence halls are open to residents during the academic year except for vacation periods and between semesters as specified in the current academic calendar. Behavior: Residents are accountable for any behavior that infringes on individual and group rights, and/or jeopardizes the health and safety of individuals and property. The student agrees that he/she will abide by the regulations in this agreement, as well as the College policies and regulations as they appear in the Student Handbook. A link to the Student Handbook can be located on the web at www.strose.edu under the Campus Life section. Violations of these regulations may result in the residents dismissal from the residence hall or other sanctions in accordance with College student conduct procedures. Entry to Resident Rooms: Authorized College personnel may enter resident rooms without prior notice for the following reasons: maintenance and housekeeping purposes, health and safety inspections, inspection for damage, vacation and intersession closing inspections and for other emergency or security purposes. The College also reserves the right to enter a residents room if there is a reasonable cause to believe that a violation of College policy is taking place. Personal Property: Residents are responsible for their personal belongings. The College is not responsible for the loss or damage to personal articles of the student. The Office of Residence Life recommends that each student acquire insurance coverage on their personal belongings either through their family homeowners policy or separate coverage. Cleanliness: Students are responsible for the cleanliness of their rooms and must maintain reasonable sanitation and safety standards. Waste materials should be removed regularly. Students are responsible for cleaning their rooms. If the College must clean the room, an appropriate charge will be assessed to the resident(s). Pets: For health and safety reasons, no animals or pets, with the exception of fish (in properly maintained aquariums of 10 gallons or less) are permitted within the residence halls. Food Service: All students living in the residence halls are required to have a meal plan. If a student withdraws from the College, the Food Service Plan fee will be prorated accordingly. Meal plan changes are accepted at the Office of Residence Life through the first Friday of each semester and must be submitted in writing.

Entry into Residence Halls: Keys will be issued at the beginning of occupancy and must be returned upon termination of this agreement. Residents should carry room and building keys with them at all times. No resident student is permitted to lend his/her key(s) to another person. A lost key or failure to return a key will result in a lock change with the cost assessed to the student. Tampering with locks, theft, and duplication, or unauthorized use of any key to a College facility is prohibited and will result in disciplinary action. All entrance doors will be locked 24 hours a day. Guests in Lima and Brubacher are required to be signed in by a resident host. Guests must be escorted by their hosts at all times. Health Services: All residents are required to have on file with the Office of Health Services an up-to-date physical examination and medical history form. Contact the Office of Health Services for specific information. Failure to have appropriate health records on file may result in removal from residence. Parking: All residents are bound by the College parking regulations. These parking regulations are available at the Parking Office. Please note that first year resident students are not permitted to obtain a parking permit and/or park on campus. Guest Policy: Residents are permitted to entertain guests in accordance with the policies outlined in the guest policy in the Student Handbook. Overnight Guests: All guests who intend to stay overnight must have permission from the hosts roommate(s). The host resident is responsible for the guests actions. The guest must be escorted by the host at all times and comply with the guest policy in the Student Handbook. Alcohol: The alcohol beverage policy as defined in The College of Saint Rose Student Handbook will be enforced in the residence halls. Drugs: The drug policy as defined in The College of Saint Rose Student Handbook will be enforced in the residence halls. Weapons: The possession or maintenance of firearms of any nature or description (fireworks, any other device of explosive nature, bows, arrows, crossbows, slingshots, or any other instrument which could be considered a weapon) is prohibited in or about the residence halls. Fire Safety: All resident students must attend a mandatory Fire Safety Meeting each year or they will be processed through the judicial system. Tampering with fire equipment (i.e. smoke/heat detectors, fire extinguishers, and pull stations), setting false alarms or making a bomb threat may result in immediate suspension from the residence hall. Fire doors are clearly labeled and alarmed and are not to be used except in an emergency. Fire escapes are not to be used except in an emergency. Any individual found responsible for using or tampering with a fire door or a fire escape will face judicial action. Hallways, stairwells, doorways, emergency exits and entryways must be clear at all times. The following items are prohibited in the residence halls: torchiere or halogen lamps, hot plate/burner, electric coils, sunlamp, heater, electric percolator, hot pot, toaster/toaster oven, any other electric appliance used to cook food, candles, incense, potpourri burner (for a full list, please refer to the Student Handbook). Smoking: Smoking is prohibited in all residence halls.

Solicitations: Commercial activities, solicitations, or advertisements are not permitted in the buildings or on the grounds of the College residence halls except when permission has been granted by the Assistant Vice President of Student Affairs or designee. Use and Treatment of Premises: No objects may be dropped or thrown from windows. Residents may not enter upon, cross, or use rooftops in any manner. Lounge furniture may not be moved to resident rooms. Removing or lifting window screens and/or sitting on windowsills or leaning out of windows is prohibited. Cinderblocks and other homemade or store bought loft apparatus cannot be used to raise beds. Reassignment of Room: The College reserves the right to reassign a residents room and/or residence hall. Right to Increase Occupancy: The College reserves the right to increase occupancy of a room to its designated capacity. Use of Room During Vacation/Holiday Periods: The College may use the residents room during vacation/holiday periods. Residents are encouraged to remove valuables during extended breaks and vacations. Withdrawal: If the student withdraws from, or is withdrawn by, the College, or when the student completes his/her last scheduled exam, the student agrees to vacate his/her room in good order within twenty-four (24) hours or by the official closing time, whichever is earlier.
