Unemployed Youth Association for dissolution of Bishnupriya Manipuri Development Council

News and Views
From our Special Correspondent SILCHAR, July 1: Bishnupriya Manipuri Unemployed Youth Association based here has demanded dissolution of the committee of Bishnupriya Manipuri Development Council and its reconstitution with 25 members to be nominated afresh by the people of the community. In a memorandum addressed to the Chief Minister of Assam, Tarun Gogoi, with a copy to the Deputy Commissioners of Cachar, Karimganj, Hailakandi and Kamrup (metro), the Association has stated that through an RTI, it has come to know that the development council was instructed by the department concerned to distribute auto rickshaws to unemployed youths of the community. But, the beneficiaries were from ex servicemen and affluent families and the unemployed youths were deprived. The Association took up the cases of these neglected and deprived youths several times with the department concerned and also through representations, but nothing tangible happened. It was alleged that the committee collected lakhs of rupees from the beneficiaries to provide them auto rickshaws. According to their information, each beneficiary was made to pay Rs 30,000 to 40,000 as commission. The Association demanded an inquiry into it by the vigilance cell of the Chief Minister. Even in the distribution of sewing machines, the beneficiaries again were rich families, sidetracking the unemployed youths for their self employment. Specific instances have been cited by the Association. Runu Sinha, wife of lecturer of Maibong College, and Purna Lakshmi Sinha, wife of a bank employee, got the benefit of sewing machines, depriving the unemployed women. With regard to the distribution of financial assistance to clubs and self help groups, it has been further alleged that fake names of such clubs and SHGs have figured on the list and each of them received the financial help to the tune of Rs 8.24 lakh. In view of these anomalies and irregularities, Bishnupriya Manipuri Unemployed Youth Association has demanded closure of the office of the Bishnupriya Manipuri Development Council and its reconstitution with new members elected by the people of the community. While the Chief Minister of Assam has been urged upon to conduct through investigation into the allegations levelled against the Council and the Deputy Commissioners of the the areas concerned have been impressed upon to take action against the members of the community for their alleged corrupt practices and issue necessary proclamation to close down the office of the Council. A note of caution has been given. If the demands are not Bishnupriya Manipuri Online June 2012 http://bishnupriyamanipuri.blogspot.in

Wake up Media!
Pranati Sinha

This is not a proud moment for me and for many who loves Guwahati. Guwahati to me is a city of love and exuberance; a city that unbinds itself in the songs of Bihu and bestows upon couples the freedom of togetherness. When I first came to the city, I found enchantment in seeing young hearts throbbing every nook and corner; in park, in bazaar, in restaurants. I was then wondering isnt there a sense of insecurity, a sense of risk in them? I understood culture administers life. If I am not exaggerated, I would say Guwahati accepts love, the most reproached thing in some of our Indian societies. In my opinion, Right to Love is one of the major attributes of a liberal humanist society. In such a mighty-heart city, where people are given freedom to live their dreams and wishes, what rot had taken over those city dwellers who brought disgrace to a teenage girl publicly with no reason. The newspapers and TV channels are making their headlines over the incident and web is going wild by videos and comments. I am pondering and persuading myself to the incident. Bishnupriya Manipuri Online June 2012 http://bishnupriyamanipuri.blogspot.in

Bishnupriya Manipuri Online Digest :July issue 2012

What is shocking is the role of public and the regional media. The incident took place for half an hour and the public; the onlookers turned mere bewitched spectators of some raging street drama. What incited those men to act like beasts? They ignored law and order. They disregarded culture; trespassed all morals and values. Added to this mayhem, is the regional medias frivolity in the name of news. I have observed TV channels of the state, especially one TV channel is tilted towards making news from social networking sites like Facebook; consequently creating sensationalism, scandals and making the masses more confused, aggrieved and frenzied. There are certain ethics for the media to follow and violation of these ethics will be threatening to the welfare of society. It is noteworthy that there is an indistinct line between private and public in social networking sites. And a media person should be mindful of this fact. In the run for byte and exclusive news pieces, the TV journalist fraternity in the regional television networks has become Goebbels clones. There are 10 news-based Assamese TV channels which is equal to the number of other regional TV channels in India like Bengali, Tamil, Telegu! But are they aware of the tools and techniques of their job? There are editorial policies especially for social networking sites like Facebook and Twitter. In this regard, BBC has outlined long back Dos and Donts for their journalist. The BBC Editorial Policy reads, The growth of social media has undoubtedly created a generation of people who are willing to make personal information about themselves available online, and much of that information may be considered to have been placed in the public domain - but the fact that material has been placed in the public domain does not necessarily give us the right to exploit its existence, disregarding the consequences. The alleged cameraman is no wonder an embodiment of savagery. He committed cruelty and crime against the privacy and dignity of the victim and her family. He didn't restrict himself from broadcasting the content which doesn't have any public interest. I suppose, he knew the airing of such inappropriate news would incite or lead to disorder. He intentionally ignore all. If this is the role of media, days are not far when crime could be created and served to the public. This awful incident has also many other aspects to it. The transitional period of the society, the overwhelming artificiality, and the blinding materialism are also taking their toll. There seems to be an indefinable, incurable morbidity threatening the society. I wonder would it be possible to stop such atrocious crimes?

These bodies have cited specific instances of anomalies and irregularities as well as malpractices. They have been persistently hammering for the dissolution of the irregularly formed interim committee of the Bishnupriya Manipuri Development Council headed by Kartik Sena Sinha, former MLA, on grounds of questionable utilization of government allotted funds of Rs 2.60 crore during 2010-11 and 2011-12. They have at the same time been clamouring for action against the members of the committee involved in corruption and formation of a new committee of the Development Council. All these demands came up within the ambit of discussions held in the conference hall of the minister, Rajib Lochan Pegu. serious note of the points raised by Gopidas Sinha and others that the very role of Ex-Chairman Kartik Sena Sinha and other office bearers and members involved in corruption in the utilization of government allotted funds, the inquiry committee would go deeper to unfathom the allegations. After the inquiry committee submitted its report, the present interim committee would be dissolved. Significantly, it was also resolved that criminal cases would be filed against the committee members if found guilty of corruption and that the government fund would not be released till the inquiry was over and a new committee formed. Regarding another allegation against Kartik Sena Sinha, Ex-Chairman of the Development Council, that he used the designation without any authorization from the government, it was decided to refer the matter to the legal department. After receiving the views of the legal department, criminal case would be filed against the Ex-Chairman. For, it amounted to deceiving the government and the people. After the process of inquiry was over, the formation of new committee would be discussed. At the discussion were present Minister of WPT and BC, Rajib Lochan Pegu, Commissioner and Secretary of the department, R K Das, Joint Secretary, Director, Jiten Borgoary, Deputy Secretary and In-Charge of Development Council, Dipima Malakar. The annual general meeting of NBMYP held here on Sunday noted with concern that the community was still lagging behind due to lack of appropriate facilities from the government. We are always neglected from every aspect of life. We are deprived of governments welfare schemes as we are yet to be listed under the OBC category by the central government. So we urge the central government to take appropriate steps in this regard, said Shankha Sinha, NBMYP general secretary. He also demanded that Dispur increase the number of seats in the Bishnupriya Manipuri Development Council. We want the number of members be increased to 25, from the present 12, so that more focus can be given on the developmental works, he added. The NBMYP said measures should be taken to develop language and culture of the community in the state. We are a part of this state and, if every tribe and community has the right to move ahead, we too have that right. We urge the government to regularise Bishnupriya Manipur language teachers in 152 schools across the state and provide them regular salaries, said NBMYP publicity secretary Pradeep Sinha. The NBMYP regretted that Doordarshan and All India Radio did not broadcast programmes in Bishnupriya. Being a government broadcast medium, it is their duty and responsibility to broadcast our programmes like others. We urge the Union information and broadcasting ministry to have a look in this regard, he added.

Can Bishnupriya Manipuri Online become a "product"?

RK Rishikesh Sinha
Ramlal Sinha in his article proposed a model for the vitalization of Bishnupriya Manipuri language, art and culture. He wrote about media vacuum which is inflicting the community; in order to create one he proposed a profitable tie-up between litterateurs/artists and the industrialists.

Bishnupriya Manipuri Online Digest :July issue 2012

He said that the Bishnupriya Manipuris' is a virgin market that, if tapped in the right way, can pay a huge dividend. Adding to it, one thing that he mentioned is very much futuristic, especially at this time equalizing Bishnupriya Manipuri newspapers or magazines as products. So, whoever ventures into filling up the vacuum has to tread the road with care, with the product concept in mind and soul. Equating Market with Bishnupriya Manipuri, today one can take it as a joke. But, who knows, these two stuff could become one; consequently creating a self-sustaining platform for the betterment of the Bishnupriya Manipuri people. However, media history teaches us that establishment of such products has not been easy ever, especially when the market is limited. But it has not been impossible either. The sore truth about the present state of Bishnupriya Manipuri media ventures is not secret to anybody. Everybody knows it. There is time and money constraint whoever is devoted to it. And those who are running it are running for the sake of creative and intellectual juice which they get. At the present era, when communication is real time and there is no technological and geographical limitation, something that astounds us is the fact that a community of 5 lakh cannot, yes cannot create, one media house; it is irony that a population of 1 lakh is enough to grow and sustain a media venture.

Bishnupriya Manipuri Online Digest :July issue 2012

Besides it, I believe there is an urgent need for introspecting being Bishnupriya Manipuri since as of now the word itself channelize many dos and donts, and it is very much stereotype; the magazine or newspapers has to create content not only for 1 per cent of literati but for the rest that is 99 per cent. It should be a product, a perfect product. Taking cue from Ramlal Sinhas article, can Bishnupriya Manipuri Online become a product? It cannot be said in one breathe. There is hell lot of problems. It is very remorseful that other community-based web entities of Northeast that forayed in the same period like this one have made a strong footing. Be late than never, at least, Bishnupriya Manipuri Online could give it a try to become a web behemoth of its own right. To say a little, since 2007, the Bishnupriya Manipuri Online has been taking the brunt of Googles tyranny, not a matter of joke. So, what should be the next step? Increase pageviews from 11,000 per month (the present figure, one can see in the left sidebar) to per day by January 2013. This figure has to be achieved, after that, hopefully, we could talk about the next milestone. SATURDAY, 28 JULY 2012

India in 80s
RK Rishikesh Sinha India of 80s was probably the last peaceful India where people led a simple and sober lifestyle away from the rat-race of today. Your neighborhood was truly yours. Your nearby bazaar or shop was the extension of your life. The area in which you live was your extended family. That was the character of the time life seemed to be so beautiful in its true meaning. People were happy in small things.

Bishnupriya Manipuri Online Digest :July issue 2012

And those who began exploring the world in the 80s of India definitely miss the time since India never remained the same. What are the characteristics and symbols of India in 80s through which people relate to that period?

DOORDARSHAN DAYS

Doordarshan logo Having a black and white Weston or Tesla television set was a luxury. That was the time in which a passerby could enter anyones house to watch serials like Ramayana and Mahabharata. Chitrahaar, an 8.30 pm entertainment programme, was the one and only entertainment dose which seemed to be rationed to the mass (leaving the Sunday reserved for an oldie-goldie film). Another aspect of that period; children feared death of a national leader since Doordarshan goes to the state of mourning. A house with a television set was easy to detect since the house had antenna.

FEISTY SUNDAY
Sunday was full of fun and frolic. It was the day to catch entertainment programmes in a nearby house and play to the fullest with your neighbourhood friends. Sunday was not less entertaining than any festival. Children spent rest of the week talking about their activities with their friends.

KEROSENE STOVE
It was very common to find kerosene stoves in homes. It was the same period when kerosene stoves were being replaced by LPG Gas connection.

THE RICHEST HAD CAR AND TELEPHONE

It was easy to recognize richest persons; they had Maruti car and telephone connections. Less rich person had Chetak Bajaj scooter or Rajdut motorcycle. To possess a telephone was the hallmark of power. The telephone was neatly covered and used to occupy a special place in a house.

MITHUNAMA
Still the impact of Mithun Chakraborty in the 80s could be gauged today. Movies like Gangs of Wasseypur starred by Manoj Bajpayee carry the time and impression that Mithun had in that period. He was a hero and icon to imitate. It was the Disco period led by Mithun Chakraborty. The same period brought heartthrob Madhuri Dixit with her song ek, do, teen, char.

GADGETS

Sony's Walkman Besides television set, it was the period of VCDs, VCRs, PHILIPS taperecoder, radio, and camera. There were video parlours that stocked movies in ones locality. There was another gadget for music lovers Sonys Walkman.

PERIOD OF RE-DISCOVERY
It seems awkward today that movies like Sholay (released in 1975) and Bruce Lees Enter the Dragon (1971) were a topic of discussion on entertainment. Praise the technology that rediscovered the old stuff and brought it to homes.

NO-MONEY TALK
Discussion on money never entered into camaraderie. People abstain talking about money matters. A person was not judged with his bank balance but with his character. Bishnupriya Manipuri Online June 2012 http://bishnupriyamanipuri.blogspot.in

Bishnupriya Manipuri Online Digest :July issue 2012

NIL SECURITY
It was the last decade where people enjoyed true freedom of movement. Civilian localites without any type of questioning enter nearby defence establishments. They were seen watching even late night movies in the cinema halls that were under defence area. Today it is impossible. There is a fear environment with gun-trotting soldiers in the gates everywhere across the country.
