Philippine PPP Program: PIPELINE OF PROJECTS

Various projects can be financed and implemented via PPPsfrom traditional infrastructure projects such as toll roads, airports, and transport systems; to non-traditional infrastructure such as ICT System and facilities; and social infrastructure like education and health facilities. Currently, there are 21 national projects in the pipeline. The government aims roll out at least 8 of said projects in 2012.

LRT Line-1 South Extension

The project involves the operation and maintenance of the existing LRT Line 1; the rehabilitation of existing light rail vehicles (LRVs); the procurement of additional LRV; the construction of the south extension with eight passenger stations, one satellite depot, and three inter-modal facilities; and the subsequent operation and maintenance of the integrated LRT Line 1 system. The proposed alignment has an approximate length of 11.7 km from its tie in point at the terminus of LRT Line 1 at the Baclaran Terminal, to the Niyog Station at Bacoor, Cavite; of which, approximately 10.5 km will be elevated and 1.2 km will be at-grade. The total length of the integrated LRT Line 1 will be approximately 32.4 km.

LRT Line-2 Operation and Maintenance

The project involves the operation and maintenance of the existing LRT Line-2 and the proposed 4 km extension from Santolan, Pasig to Masinag, Antipolo. The existing 13.8 km Line-2 runs along the Recto South Station in Manila to the Santolan Station in Pasig, traversing Recto Avenue, Magsaysay Boulevard, and the Marcos Highway.

Mactan Cebu International Airport Passenger Terminal Building

The project envisages complete airport operations with a new worldclass passenger terminal building in MCIA with a capacity of about eight million passengers per year. The project involves the construction of the new passenger terminal, along with all associated infrastructure and facilities; renovation of the existing terminal; installation of all the required equipment, including IT-related infrastructure and other associated facilities; and the operation and maintenance of the two passenger terminals (new and existing) and airside facilities including aprons, runways, taxiways, etc. during the concession/lease period.

Operation and Maintenance of the Puerto Princesa Airport

Automatic Fare Collection System

This project is about the decommissioning of the old magnetic-based ticketing system and replacing the same with contactless-based smart card technology on LRT Lines 1 and 2, and MRT-3. The project also aims to introduce a centralized back office that will perform apportionment of revenues.

Integrated Transport System (ITS)

Cebu Bus Rapid Transit Demonstration Project

The project will restructure the main urban transport corridor from Bulacao to Ayala in Cebu City. This includes a 16-km bus rapid transit (BRT) route designed and built following international best practices and quality standardstwo mixed traffic lanes per direction, integration of the drainage system installed along the restructured corridor, and BRT terminals.

NAIA Expressway Phase II

The project is a four-lane, 7.15 km elevated expressway and 2.22 km at-grade feeder road that will provide access to NAIA Terminals I, II, and III, and link the Skyway and the ManilaCavite Toll Expressway. It starts at the existing Skyway then follows the existing road alignment over Sales Avenue, Domestic Road, and NAIA Road; and has entry/exit ramps at Roxas Boulevard, Macapagal Boulevard, and PAGCOR City.
