PREFACE

This Manual was prepared for Telstra Corporation (formerly Telecom Australia) and the Electricity Supply Association of Australia (ESAA) under the auspices of the Joint Committee for Coordination of Power and Telecommunications (CJC), as a basis for coordination where the activities of these bodies co-exist. Subsequently, CJC was reestablished within Standards Australia as the Coordinating Committee for Power and Telecommunications (CCPT) (see Section 3.2.2). However, Telstra and member bodies of ESAA are not bound to accept the contents of this Manual in their work practices or procedures. It is acknowledged that different practices from those described may be equally satisfactory depending on site circumstances.

Although this Manual was written at the time when Telstra was the sole telecommunications supplier, the principles set out herein could be equally applicable to any copper-based telecommunications system. This Manual recognises the deregulation of Australias telecommunications sector. In July 1997, AUSTEL was merged with the Spectrum Management Agency to form the Australian Communications Authority (ACA). See ACA website (http://www.aca.gov.au) which gives details of their involvement in the increasingly self-regulated communications sector. Unlike previously, the Telecommunications Act 1997 empowers ACA to adopt Standards based only on four specic criteria: the protection of personal health and safety; network integrity; interoperability; and access to emergency services. Accordingly, many AUSTEL Technical Standards were reframed as ACA Technical Standards to eliminate matters not covered by ACA. Nevertheless, AUSTEL TS 009 1997, Installation Requirements for Customer Cabling (Wiring Rules), obtainable from Standards Australia, remains valid. Attention is drawn to ACA TS 001 1997, Safety requirements for Customer Equipment, which species principles of isolation and lists abbreviations for terms dened in AUSTEL TS 009. This Manual makes reference to publications prepared jointly by ESAA and the Australian Telecommunications Commission (ATC) (subsequently Telecom Australia, now Telstra Corporation).
