Not Banned Just Better

June 1, 2012

Dear Representative: We urge you to oppose any amendment to the Fiscal Year 2013 Energy and Water Appropriations spending bill (H.R.5325) that would repeal/limit funding for the enforcement and implementation of the lighting efficiency standards Congress enacted on a bipartisan basis in 2007. This legislation will harm the domestic manufacturers who have already invested millions of dollars in U.S. plants to make new, upgraded incandescent bulbs by enabling the illegal importation of non-compliant products and thereby undercutting U.S. jobs. Incandescent bulbs arent banned theyre just better. Much of the concern about the lighting standards is driven by the myth that these standards ban incandescent bulbs. It is time to dispel this myth: there is no ban on incandescent bulbs the standards simply require a minimum level of performance for energy consumption that will save consumers money, spur innovation, and reduce pollution. As a result of the 2007 law, manufacturers are already making a variety of new energy saving bulbs for homes, including more efficient incandescent bulbs, which are available in stores today. These bulbs look, light, and turn on like the bulbs we have been using for decades, but use a minimum of 28 percent less energy. At a time when families are struggling with high energy costs, efficient lighting will save the average American family around $100 every year (about $12 billion nationwide) and save enough energy annually to power all the homes in Pennsylvania and Tennessee. Phasing-in energy efficient light bulbs means more choices and more savings thats good for families, for the environment, makes our economy stronger, and creates jobs. We urge you to oppose any legislation that repeals or weakens the lighting efficiency standards.
