The Department
The Albany Public Works Department consists of 10 permanent positions and approximately 5 contract positions, composed of engineering, maintenance, construction management, and regulatory staff. This mix of in-house positions and contract services meets the objective of maintaining the lowest cost delivery without sacrificing quality or community expectations. In the Engineering Division, consultant services are used for primary designs, large formal projects, and land use management. Contracts are also used for subordinate engineering services such as construction management, GIS, regulatory affairs, surveying, etc. In the Operations Division, contract services are used for a variety of field tasks including street sweeping, paving, facilities maintenance, tree trimming, fleet repair, landscaping, etc.
The Position
This new position provides the opportunity for the City to consolidate direction for public works, engineering, and transportation-related projects into one position. The new Director will be particularly involved in: o Planning the construction of a new Maintenance Center. o Implementing the recently-adopted Active Transportation Plan. o Expanding communication to and with the public. The Public Works Director/City Engineer is responsible for: Planning and managing the activities and operations of the Public Works Department, and the design, construction, and renovation of all City-owned facilities. Providing civil engineering services, and managing contract design engineers, architects, and construction managers. Overseeing infrastructure maintenance functions, including streets, bicycle and pedestrian paths, parks, open space, public buildings, sanitary sewers, and storm drains. Providing support and advice of a technical and/or policy nature on all public works matters to the Community Development Director, City Manager, City Council, and advisory bodies. Coordinating activities with other cities, utilities, and regional, state, and Federal agencies; fostering cooperative working relationships with regulators and other public/private groups. Exercising emergency management responsibilities in disaster situations.
Examples of Duties
Develop and implement departmental goals, objectives, policies, and priorities. Perform engineered designs; evaluate capital project plans and maintenance activities. Work with architects, engineers, and contractors concerning technical interpretations and applications of ordinances, laws, engineering codes, compliance and violation issues, etc. Prepare or amend the City Code and standards for streets, drainage, subdivisions regulations, etc. Monitor and inspect City facilities; oversee all maintenance activities, including scheduling, energy management, and security for facilities and all City properties. Select, train, supervise, motivate, and evaluate assigned personnel. Draft and administer the department budget. Develop the Capital Improvement Program (CIP) and any related projects, and manage the timetables, processes, and budgets. Keep current on regional, state, and Federal laws and regulations affecting public works. Negotiate with developers and consultants concerning clarification and implementation of development code requirements and map conditions. Participate in the necessary educational programs to possess and maintain current Certificate of Registration as a professional Civil Engineer in the State of California. Attend meetings of - and make presentations to - the City Council, commissions, community groups, and other public agencies; prepare and present staff reports and other necessary correspondence; serve as staff liaison to the Traffic & Safety Commission. Direct and coordinate the preparation of agreements, dedications, easements, vacation, and land development documents for the Planning Commission and City Council. Act as departmental liaison on various regional and local boards and commissions. Respond to inquiries and complaints from the public or City officials; investigate and take appropriate action to resolve problems affecting residents, business owners, etc. Prepare a variety of letters and formal correspondence, requests for proposals, contract bids, and grant applications for projects, equipment, and materials.
Employment of non-safety management and confidential employees is through the Albany Municipal Services Joint Powers Authority (JPA). JPA employees provide services to the City of Albany.
