TheStateBoardofEducationwillrevisititsannualmeasurableobjectivesformathematics achievementSept.27pertherequestDavidM.Foster,theboardspresident. TheStateBoardsetcertainNoChildLeftBehindmandatestobewaivedinJuly,whichmeant Virginiaschoolsandschooldivisionswillnolongerhavetomeetthelegislationsbenchmarks. Thebenchmarksthathavebeenwaivedincludereading,mathematicsandthefederallawthat mandatesallstudentstoachievegradelevelproficiencyby2014. ThetimelineforreviewingVirginiasrequestnecessitatedboththeBoardofEducationand USEDapprovingamethodologyforsettingannualobjectivesforstudentsubgroupsbefore resultsfromtherigorousnewmathematicsStandardsofLearningtestswereavailable, SuperintendentofPublicInstructionPatriciaWrightsaidinarelease.Nowthatweknowthe impactofthe20112012testsonthemathematicsannualmeasurableobjectives,U.S. DepartmentofEducation,SuperintendentofPublicInstructionPatriciaI.Wright,Secretaryof EducationLauraFornashandIagreethattheboardshouldrevisitthemethodologyinorderto setmoreaggressiveannualgoalsforraisingsubgroupachievementandclosingachievement gaps. TheVirginiaStateBoardofEducationsapplicationforawaiverforcertainprovisionsunderNo ChildLeftBehindwasapprovedbyU.S.SecretaryofEducationArneDuncanJune29. Virginiaschoolsandschooldivisionscannowfocustheirenergyandresourceson implementingthestateBoardofEducationsrigorousnewcontentstandardsandassessments withoutcontendingwithoutdatedandoftencounterproductivefederalrequirementsand rules,Fostersaidinarelease.Thecommonwealthwillcontinuetoholdschoolsaccountablefor closingachievementgapsbutschoolswontbesubjecttoasystemofincreasinglyunrealistic annualobjectives. ThewaiverallowsthestateBoardofEducationtoestablishgoalsforincreasingstudent achievementandtheachievementofstudentsindemographicsubgroups.Thewaiveralsosets upannualbenchmarkswiththegoalofreducingthefailurerateinreadingandmathematicsby 50percentwithinsixyears.AccordingtotheNoChildLeftBehindlegislation,passedin2001,it requiresallstudents,regardlessofcircumstance,disabilityorachievementlevel,todemonstrate gradelevelproficiencyinreadingandmathematicsby2014. VirginiaschoolswillnolongerreceiveannualAdequateYearlyProgressratings,thereleasesaid. Withthenewlyapprovedwaiver,informationofschoolsmeetingornotmeetingthenew benchmarkswillnowbereportedseparatelyinAugust.TheVirginiaDepartmentofEducation willreportonlowperformingschoolsandidentifythemaspriorityandfocusschools,the releasesaid.Theywillalsorecognizehighperformingschoolsasrewardschools. ThisnewfederalaccountabilitymodelismorecomplicatedthantheBoardofEducation believesisnecessary,butitisdefinitelyastepintherightdirection,VirginiaBoardofEducation PresidentDavidM.Fostersaidinarelease.Lookingahead,itismyhopethatCongresswillat lastreviseNCLBandallowVirginiatoattackachievementgapswithinthecontextoftheSOL program,freefromunwarrantedandintrusivefederalrules. AccordingtotheVirginiaBoardofEducation,priorityschoolswillbeidentifiedbasedonoverall studentachievement,whichincludesgraduationratesinhighschools. Bothpriorityandfocusschoolswillbesubjecttostateapprovedandmonitoredschool improvementinterventions,theboardsays.Priorityschoolswillhavetohaveastateapproved turnaroundpartnertohelptheschoolmeetstateandfederalrequirements.Focusschoolswill havetoemployastateapprovedcoachtohelpdevelop,implementandmonitorstrategiesto improvestudentperformance,theboardstatedinarelease.

Thewaiveralsorequireseachschooldivisiontoimplementtheperformanceandevaluation standardsforteachersandprincipalsthatwereapprovedbytheBoardofEducationlastyear. Accordingtothestandard,40percentofteacherorprincipalevaluationsistobebasedon studentacademicprogress.Theboardalsosaidschoolsthatareunpreparedtoimplementthe newperformancestandardsforthe20122013schoolyearmayhaveacorrectiveplanstating howtheywillbeimplementedinthe20132014schoolyear. TheBoardsaccreditationstandardsdonotvarydependingonthedemographicsofschools,the releasesaid.ThesameachievementlevelsonSOLtestsineachsubjectarerequiredforaschool toearnaratingofbeingfullyaccreditedregardlessofraceorethnicityofstudents,therelease stated.
