She was one of the youngest women ever elected County Supervisor in Californias History. Its what shes accomplished before and since her election that is so remarkable and what makes Kim Dolbow Vann just the right person at just the right time to serve as our representative in Congress. As President of the Regional Council of Rural Counties, Kim has taken on Sacramento power interests and been a champion for smaller and rural counties throughout the state. She led the charge against a local tax grab that would have closed the doors on public safety and other key local programs. Shes been fighting high unemployment by eliminating the barriers that prevent job creation, while improving opportunities for her constituents. In January 2010, she helped open the doors of Colusa Countys only permanent higher education facility, and with it new hope for her constituents. As Vice Chair of the Rural Action Caucus for the National Association of Counties, Kim has championed the interests of California counties in the areas of surface transportation, Farm Bill reauthorization and food safety. A Board Member and Vice Chair of Agriculture and Natural Resources for the California State Association of Counties, Kim has pushed through renewed protection of thousands of acres of farmland under the Williamson Act, while fighting back against risky regulatory changes that continue to block employment. Always a person of action, Kim has been a successful businessperson for the past seven years, creating dozens of new jobs throughout Northern California. Prior to returning to the private sector, Kim served as a senior advisor to then-Congressman Doug Ose. A fourth generation member of a Colusa County farming and ranching family, Kim is a graduate of California State University, San Marcos. Kim lives in Arbuckle with her husband, Jim, and their nine-year-old son, Asa. Californias 3rd Congressional District This new district is currently held by Congressman John Garamendi. This district is 85% new to the incumbent and it is a GOP district in nature. Statewide candidates have won here in 2008 and 2010. This race is viewed by the NRCC as one of the prime pickup opportunities in CA this cycle.
