WHEREAS, the municipal development councils may call upon any local official concerned or any official of national agencies or offices in the local government unit to assist in the formulation of their respective development;

WHEREAS, the Local Government Unit also mandated to create Municipal Health Board as stated in Sec. 102 of the Local Government Code of 1991 which compose of the following: Chairman Vice Chairman Members :ANGELINA B. WHEREAS, the Local Health Board will propose to the Sanggunian concerned, in accordance with standards and criteria set by the Department of Health, annual budgetary allocations for the operation and maintenance of health facilities and services within the municipality, as the case may be; to serve as an advisory committee to the Sanggunian concerned on health matters such as, but not limited to, the necessity for, and application of, local appropriations for public health purposes; and consistent with the technical and administrative standards of the Department of Health, create committees which shall advise local health agencies on matters such as, but not limited to, personnel selection and promotion, bids and awards, grievances and complaints, personnel discipline, budget review, operations review and similar functions. WHEREAS, another composition of the Local Special Bodies is the Municipal School Board as mandated in sec. 98 of Local Government Code of 1991 which compose of the following: Chairman Co-Chairman Members :Hon. WHEREAS, the performance of the duties and responsibilities of the abovementioned officials in their respective local school boards shall not be delegated. WHEREAS, it is hereby established in every municipality a local peace and order council, pursuant to Executive Order Numbered Three hundred nine (E.O. No. 309), Series of 1988. The local peace and order councils shall have the same composition and functions as those prescribed by the said executive order. Municipal Peace and Order will compose of the following:

WHEREAS, the duties and functions of the Municipal Peace and Order Council will formulate plans and recommend such measures which will improve or enhance peace and order and public safety in their respective areas of responsibility; monitor the implementation of peace and order programs and projects at the provincial, city or municipal levels and the operation of Civilian Volunteer Self-Defense Organizations and such other counter-insurgency programs and activities; Make periodic assessments of the prevailing peace and order situation in their respective areas of responsibility and submit a report thereon with recommendations to the Chairman of the National Peace and Order Council; Perform all other functions assigned by law, the President, or the National Peace and Order Council; WHEREAS, it is a declared policy of the state to uphold the people constitutional rights to life and property by addressing the root causes of vulnerabilities to disasters, risk reduction and management and building the resilience of local communities to disasters including climate change impacts;

WHEREAS, under Presidential Decree No. 1566 otherwise known as the Strengthening the Philippine Disaster Control, Capability and Establishing the National Program on Community Disaster Preparedness and hereby created the Municipal Disaster Coordinating Council to be composed of the following:

WHEREAS, the duties and functions of the Disaster and Coordinating Council (MDCC) will convene the council as often as necessary to effectively coordinate municipal efforts on disaster preparedness emergency operations and recovery and rehabilitation activities and call on other departments, bureaus, agencies, instrumentalities and cooperation of the government and the private sector for assistance in preparing for, reacting to and recovering from the effects of disasters and civil emergencies. Effectivity. This order shall take effect immediately. Issued this 3rd day of August 2010.
