The initiative to conserve, enhance, and restore greater sage-grouse habitat is the result of the March 2010, US Fish and Wildlife Service 12-Month Finding for Petition to List the Greater Sage-Grouse (Centrocercus urophasianus) as Threatened or Endangered. In that finding USFWS found that the greater sage-grouse was warranted, but precluded for listing as threatened or endangered. In response, the Bureau of Land Management (BLM) will amend relevant environmental impact statements (EIS) and other National Environmental Policy Act (NEPA) documents to incorporate sagegrouse conservation measures. BLMs mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations. As the steward of more than half of all remaining sagebrush habitat in the United States, ranging up to 47 million acres of land, the BLM is playing a leading role in developing and implementing land management actions to conserve the greater sagegrouse. The following information will be provided to the BLM employees in response to the large effort of keeping the greater sage-grouse off the endangered species list. This is one of the largest issues that the BLM has faced since its origins as the General Land Office in 1812. This resource will be invaluable to the practitioners who make the land management decisions that impact the greater sage-grouse. Information created by the BLM regarding the sage-grouse have never been organized by subject before. The subsequent sections will include BLM directives that concern the greater sage-grouse. Manuals, Instruction Memorandums (IMs) and Information Bulletins (IBs) will be listed, as well as a Code of Federal Regulations (CFR) cited within the above BLM directives. Much work was involved in searching through BLMs Washington Office website as well as each states individual websites for IMs and IBs related to the sage-grouse. IMs and IBs are organized by date, so each year had to be searched through within each states website. Manuals are organized by a subject code. After identifying the necessary IMs, IBs and Manuals, the CFRs which were cited in those documents related to the sage-grouse were identified and then found on a public websites if possible. Manuals contain BLM policy and program direction. It provides policy, procedures, and instructions to manage programs. The BLM Manual System is a permanent record of written policy and procedural instruction for BLM employees. It contains material having continuing application to BLM programs. Instructions in BLM Manuals are mandatory unless the text states otherwise. The Manual System is arranged by numbered Manuals, as outlined in the BLM Subject Code Index. Instruction Memorandums (IMs) and Information Bulletins (IBs) are temporary directives that supplement the Bureaus Manual Sections. Instruction Memorandums contain new policy or procedures that must reach BLM employees quickly, interpret existing policies or provide one-time

They are issued only when urgency requires release of a directive before the information can be incorporated into a Manual Section or when the issue treated is a one-time occurrence. Information Bulletins disseminate information of interest to BLM employees. They do not contain new BLM policy, procedures, or instructional material. They may call attention to existing policies or procedures, transmit material such as publications and announcements, or require an action or response from BLM officials such as confirming attendance at meetings, commenting on draft documents, or providing requested information. The Code of Federal Regulations (CFR) is the codification of the general and permanent rules and regulations published in the Federal Register by the executive departments and agencies of the federal government. The CFR is divided into 50 titles that represent broad areas subject to federal regulation. Title 43 is for Public Lands, which pertain to the BLM, and title 50 is for Wildlife and Fisheries. Those CFRs cited in the recent Washington Office IM, State Office IM, and the Special Status Species Manual will be provided in this subject resource.
