1.0 Project Background


Andhra Pradesh (AP) state has one of the longest coastal belts in India. Out of 67,362 Km of road network in the state, the nine coastal districts cover 26,000 km of road length. Every year during the period of April-May and September-December, cyclonic situations set in to the Bay of Bengal. With the recent changes in climatic conditions, the catastrophic events are increasing resulting in very devastating cyclones like Laila, Jal etc where the loss is enormous. In the 97 years ranging from 1892 to 1989, there were as many as 67 cyclones within the State. It is essential to provide safe residential accommodation to the vulnerable population during any eventuality or disaster due to natural calamities such as cyclones and associated tidal waves and storm surges. The project is formulated based on experiences of Government of Andhra Pradesh in mitigating such disasters during the past and also keeping in view the existing facilities available in the project area in Andhra Pradesh. The Government of India has applied for a credit of US$ 255 Million equivalent from the International Development Association (IDA) toward the cost of National Cyclone Risk Mitigation Project (NCRMP), and it intends to apply the proceeds to payments for goods, works, related services and consulting services under this Project. National Cyclone Risk Mitigation Project (NCRMP) Project Implementation Unit (PIU), Andhra Pradesh, headquartered at Hyderabad has invited the consultants to submit proposals for providing the consultancy services for Third Party Quality Audit for 9 coastal districts namely Srikakulam, Vijayanagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam and Nellore. The project Construction of Multipurpose Cyclone Shelters, Roads to Cyclone Shelters, and Roads to habitations and Roads & Bridges under NCRMP is funded by International Development Association and received through Government of India. This consultancy is envisaged to audit the quality of works being implemented by various line departments working under PIU. The number of works under progress / for which agreements are concluded in each district is shown in the table below.

Third Party Quality Audit Consultant.

To provide Consulting Services of Third Party Quality Auditor for Construction of Multipurpose Cyclone Shelters, Roads to Cyclone Shelters, Roads to habitations, and Roads and Bridges under NCRMP in 9 coastal districts The Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP has selected Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd. On 31 May2011, the Contract for Consultancy Service was signed between The Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP and the Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd.

Progress of NCRMP works:

The district wise progress of works is shown below. The works in the West Godavari are not started and the works in Krishna District has just started. At many places the first milestone is completed but works are not started. The line departments are to analyze the reasons for the slow progress and if necessary penalty for the slow progress as per the agreement conditions should be imposed.

6.0 District wise status of tests conducted by TPQA: Apart from monitoring the tests being conducted by the implementation team (contractors & Line department) at various stages, the Third party Quality Audit team also conducted tests to confirm its compliance with the standards. These tests are carried out in the site itself and in some cases samples are collected and testing done in outside laboratories. The details of tests conducted in the field till end of September 2011 are presented.

As per the Agreement the Milestones fixed are as follows. Milestone 1 - to the end of Dt.31.11.2011, Earth work, Pipe culverts. Milestone 2 - to the end of Dt.31.11.2011, WBM Gr-II, Gr-III and Shoulders. Milestone 3 - to the end of Dt.31.01.2012, BT and Road Furniture.

The measurements like width and thickness of the OGPC and Seal coat Layer from Km 0.000 to Km 1.930 are verified and found to be fairly tallying with the required measurements. The details are given in Annexure - 1.

Sieve analysis, Bitumen Extraction, AIV and FIV QC tests conducted for OGPC and Seal coat in between Km 0.000 to Km 1.930 and Prime and tack coat QC test conducted for rate of spray of Kg /Sq m. With M 30 Grade of concrete mix, 200 mm thick CC Pavement was completed from Km 1.917 To km 1.970 .Measurements like width & thickness are checked at execution time and Slump test conducted, 6 No of cubes are casted and 3 cubes were tested for 7 day strength. 3 cubes will be tested for 28 day compressive strength. Cores will be taken to confirm the compressive strength after 28 days. QC tests were also conducted for FA, CA, water and Cement. The measurements like width and thickness of the WBM Gr-III Layer from Km 1.680 to Km 1.930 and Km 0.000 to Km 1.250 are verified and found to be fairly tallying with the required measurements. The details are given in Annexure - 1. Volumetric analysis tests were conducted for WBM Grade III layer from Km 1.680 to Km 1.930 and Km 0.000 to Km 1.250 QC tests were conducted for WBM Grade III ( field and lab ) i.e. Gredation,AIV,FIV and Water absorption. The details are given in QC Test summary. They are fairly tallying with the specification requirements of clause 405 of MORD. Guard stone shall be provided at L/S of the road berm portion, throughout irrigation canal from Km 1.680 to 1.970 at an closed interval of 2.0m Painting is to be done with Black & White strips for the guard stones and also white painting to be done for speed breakers & pipe culvert body walls for the clear visibility to vehicular traffic. CD Works: 1) Pipe culverts 600mm dia 2no.s in KM 0/2, Km.1/6 Completed. Cautionary and Warning signboards at school and speed brokers locations shall be erected as per the NCRMP norms. Concrete was laid over pipe culvert portion in Km 0/2 but concrete and bituminous layers be joined smoothly without any bump. Para wise compliance report shall be furnished duly attending to the above remarks and the earlier QCR.

Sieve analysis, Bitumen Extraction, AIV and FIV QC tests conducted for OGPC and Seal coat in between Km 0.000 to Km 1.930 and Prime and tack coat QC tests were conducted for cheking the rate of binder spray. From Km 0.460 to Km 0.660 both sides shoulder width is less than required because of land problem. Guard stones are to be fixed along the outer edge of sharp curves and white wash is to be done to guard stones & pipe culvert body walls for the clear visibility to vehicular traffic. (37.13%) GSB of 890 meters & WBM Gr-II of 480 meters length is completed .Shoulders need to be compacted simultaneously along with WBM layers. The field officers have not furnished the bills for Bitumen used for the road. The same shall be furnished to the TPQA staff for verification. The field officers have furnished the test results for Soil, GSB, WMM and B.T obtained from Department of Civil Engineering, Andhra University Visakhapatnam. BM and SDBC samples are collected on 14.06.2011 and got tested for bitumen content and gradation. The result are found to be fairly satisfying the specification requirement as per Mirth. The result were communicated in the 1st QCR The formation widths are verified from Km: 12/000 to Km 13/500, Km: 13/850 to Km 15/200m and Km: 15/400 to Km 15/760m and found to be varying from 6.0m to 7.0m. The field officers are requested to furnish the reasons for not providing the full width. The field officers are requested to explore the possibility of mocking up the required formation width. At some locations the outer edges of BT Road are not maintained true to line The embankment formation requires trimming of side slopes as specified in Mort & H sections 301 & 305. The measurements like width and thickness of the BM and SDBC layer from KM 12/000 to KM 15/200 and KM 15/400 to 15/900 are verified and found to be tallying with the required measurements. The approved letters of quarries like earth and aggregates have not been produced by field officers for verification Village name boards, Guard stones, cautionary and mandatory signboards at necessary points all along the outer edge of sharp curves and at school locations shall be erected. The Project informatory boards were erected with all details at site as per the guide lines given by SPIU, NCRMP. Para wise compliance report shall be furnished for this QCR and First QCR dated 15-07-2011 duly attending to the above remarks.

The combined progress of this package is 15.8%. 44 % value of the work is completed. Ramp work is in progress. Works to be done as per Combined Milestone: Mile stone 1 to the end of Dt: 02.03.12- Ground Floor and Plinth Level. Mile stone 2 to the end of Dt: 02.08.12- First Floor Roof Slab Cast. Mile stone 3 to the end of Dt: 02.01.13- Completion of Works. The marking for footing positions are given with the help of total station instrument. The linear measurements of the centre line of columns are verified and fairly tallying with the approved drawing of Type-D Cyclone shelter with a SBC Value of 10.0 t/m2. The soil sample is collected by the TPQA at a depth of 2.5m from the ground level and sent to Gitam university for confirmatory test for the SBC value of soil. The SBC obtained is 18.0 t/m2 as against of 10.0t/m2 as per approved drawing. Quality control lab is not available at site and the field officers are requested to insist the contractor to procure the lab equipments like FI and test of coarse aggregate, electronic balance & PVC measuring jars and cube testing machine etc. Site order book is being maintained by the field officers. The field officers have not furnished the bills for cement and steel for every lot used for the shelter. The same shall be furnished to the TPQA staff during the inspection for verification. The measurements like width, thickness and length of PCC, Footings, Columns up to bottom level of plinth beam, Plinth beam and ramp slab measurements.etc are verified and found tallying as per approved drawing. The soil sample was collected by the contractor at a depth of 2.5m from the ground level and sent to Govt. Polytechnic college to test the SBC value of soil and the result obtained is 10.0 t/m2 as against of 10.0 t/m2 as per approved drawing.

The field officers have furnished the test results for Soil SBC value, Mix Designs, Steel reports and Water obtained from Department of Civil Engineering in Govt. Polytechnic and Andhra university at Visakhapatnam Districts. Materials. Sand: a) Sieve Analysis tests are conducted. Sand is confirming to Zone II of IS 383 table 4. Fineness modulus is varying from 2.48 -2.59 as against the allowable limits of. 2.4 to 3.2. Graded Aggregates : Sieve analysis for 20mm graded metal are conducted and observed values are within the specified range as per IS 383 table-2 Alkali Aggregate Reactivity Tests: Samples are collected and sent to Civil Aid for testing of Alkali Aggregate reactivity test for Fine and Coarse aggregates and the obtained results are within the limit as per IS 2386(Part VII) -1963. Cement: TPQA collected the cement sample and tested for all the required tests on cement such as fineness, initial setting time, final setting time, consistency etc and the values observed within the specified range as per IS 4031. Steel: Steel samples are collected and sent to Civil Aid for testing of Physical and Chemical properties and the obtained results are within the specified limits as per IS 1786. Water: Sample is collected and sent to Gitam University for testing of Physical properties and the obtained results are within the specified range as per IS: 456-2000 & IS: 3025-1986. C.C Cubes : M-20 and M30 Cube are tested for Compressive strength and the results are satisfying the requirements as per IS 456 Table 11 During execution the foundation levels and measurements of steel reinforcement and concrete are verified and fairly tallying with the approved drawing. During execution the bending of steel for stirrups are verified and found as 190x340mm, 270mm dia. and 190x270mm for column sizes of 300x380mm, 300x450mm, 380mmdia. And 300x600mm are fairly satisfying the clear cover of 55mm as per the approved drawing up to plinth level. It is requested to the contractor to improve the curing arrangements for columns and beams. Instructing the contractor to improve the application of thick coat of neat cement grout to steel reinforcement as per agreement technical specification of Sub cl:1.3.27 We suggested the contractor to improve the curing arrangements at his own cost by providing a water supply line as per agreement Section 5: Technical specification clause 1.3.23. We are requesting the field officers to insist the contractor to stack the steel neatly stored on blocks, racks or platforms and above the ground in clean and dry condition and suitably marked to facilitate inspection and identification The Ramp Slab work is in progress, We have checked the reinforcement details, Ramp Slab thickness, cranked length, sieve analysis and physical properties of materials, Workability test, pH value and compressive strength of cubes.etc. The field officers have not furnished the approved quarry letters for metal, sand and water used for the shelter. The same shall be furnished to the TPQA staff during the inspection for verification. The field officers are requested to insist the contractor to test the samples of cement and steel from every consignment and ensure its suitability before proceeding with the work. We suggested to line dept. to insist the contractor to provide permanent barricades to the working portion to prevent any casualties the public and the workers. The informatory sign boards with all details are provided at site as per the guidelines given by the SPIU, NCRMP. Safety measures for workers such as Helmets, Gum Shoes .etc, are to be provided by the contractor. The Contractor shall take necessary precautions for safety of the workers and preserving their health while working in such jobs, which require special protection and precaution. Mile stone 3 to the end of Dt: 14.06.12- BT and Road furniture. The field officers have furnished the test results for Soil, GSB, WBM, Mix Design and Water obtained from Department of Civil Engineering, Gitam University and Sheladia Associates, Visakhapatnam. Aggregate for OGPC and Seal Coat: The gradation and other physical tests are conducted for Coarse aggregate and the observed values are satisfying the requirements of MORD Para 508.1.2.1 and MORD table 500.13 Aggregate for Seal Coat: The gradation seal coat chips conducted and the observed values are fairly satisfying the requirements of MORD Para 510.2.2 The formation width is verified from KM 0/00 to KM 0/814 and at some locations the width of formation is less. The field officers are requested to furnish the reasons for the same. (Avg.road widths from Km: 0/400 to Km 0/790 is 6.5m and Km: 0/790 to Km 0/814 is 4.0 to 4.5m) It is observed that the shoulder material of sand and gravel is not properly mixed. It shall be scarified, suitably remixed, watered to OMC and compacted to achieve the required relative compaction of min.98% of lab MDD as per the agreement clause. The measurements like width and thickness of the WBM Grade-III layer from KM 0/000 to KM 0/745 is verified and found to be tallying with the required measurements. The details are given in Annexure -2. Volumetric analysis tests were conducted from KM 0/000 to KM 0/745 for WBM layers. The requirements are as per clause 405.13 of MORD. During execution, The rate of spraying of prime coat is verified and found within the specified limits as per Clause 502 and Table 500.1 of MORD. The spraying temperatures are also observed during execution and found varying from 280C to 320 C, which is within the specified limits as per MORD specification. During execution, the rate of spread of tack coat is verified and found within the specified limits as per Clause 503 and Table 500.2 of MORD. Sand: a) Sieve Analysis tests are conducted. Sand is confirming to Zone II of MORD Para 1501.2.4.2. Fineness modulus is varying from 2.52 -2.54 as against the allowable limits of. 2.0 to 3.50. The concrete samples taken from the cc road are tested for thickness and Compressive strength test and the results are attached . it shows that some ROAD FROM SUVEPALLI-PUDIPARTHI ROAD cores are of less thickness than the required 200mm thick.the average NCR-4 Issued and the contractor/Line TO SRIKANTH thickness of 5 cores is reported as 205.00mm.The averagege equivalent Department is requested to take suitable COLONY package cube strength of 5 cores is reported as 25.572N/sqmm against required remedial action before proceeding the further No.NCRMP/B25.5N/sqmm(As per CL.1501.23.5 of MORD, Average equivalent cube work.
